The contract, which was signed in Dhahran, Saudi Arabia, on April 14, is one of several related project agreements in connection with the integrated performance chemicals and plastics complex known as the Sadara Complex, now being built in Jubail Industrial City II in the Kingdom of Saudi Arabia. Total investment for the Sadara project will be approximately US$20 billion.

Sadara is a joint venture developed by Saudi Arabian Oil Company (Saudi Aramco) and The Dow Chemical Company. The Sadara Complex, comprising 26 manufacturing units initially, will be one of the world’s largest integrated chemical facilities and the largest ever built in a single phase. It will contain flexible cracking capabilities, producing over three million metric tons of high value-added chemical products and performance plastics per year.

In addition to the operations and maintenance agreement, King & Spalding provides ongoing legal support to Sadara on a range of agreements, including railway transportation construction, railway transportation services, tank storage construction and port terminal.

Between September and November 2011, Berkh Uul JSC engaged the professional management services of CBM LLC, which exclusively provides consulting services to Berkh Uul JSC’s controlling shareholder Firebird and its group of companies, to assist in the design and implementation of an1800 meter drilling program over the Delgerkhaan mining license under the guidance of international resource consultancy firm Micromine.

The drilling program focused on confirming historic joint Mongolian and Russian drilling to to bring the resource into a NI 43-101 compliant resource format. In addition, the drilling targeted deeper unexplored veining to extend the down dip depth of the deposit. 3D wireframe modelling was undertaken, taking the historic mining into account.

Berkh Uul JSC produced fluorspar until 2008 when operations were shut down. The company is moving onto the prefeasibility stage of the project, which it hopes to complete in the first quarter of 2013. Berkh Uul JSC is committed to reopening Delgerkhan, historically one of the largest producing fluorspar mines in Mongolia.

The new opencast mine will enable Sharyn Gol to retain its role as a supplier of low ash, low sulfur, and high calorific value product to the local market. Additionally, the Company is well positioned to utilize its existing infrastructure to expand into both regional and international thermal coal markets.

Recent coal washability test work, performed by the internationally accredited Stewart Laboratory in Ulaanbaatar, indicated that a product with 6500 kcal/kg heat value, less than 10% ash and 0.5% sulphur (all air dried basis) can be produced with high plant yields. These results are consistent with Sharyn Gol being able to produce a premium export quality thermal coal.

Consequently, Sharyn Gol’s management is reviewing strategic options for washing and exporting coal to maximize potential revenue streams in coming years. Sharyn Gol is in a strong financial position, with a USD equivalent cash balance of $10m and no debt.

Strategic Minerals Plc (AIM: SML), the magnetite focused iron ore producer and exploration company, is delighted to announce that it has entered into a commercial contract (“Contract”) with a subsidiary of Glencore International PLC (LSE:GLEN), for the sale of iron ore concentrate from its Cobre Project in New Mexico, to Glencore AG.

Under the terms of the Contract, the total quantity of magnetite to be made available to Glencore from Strategic’s Cobre Project is 800,000 wet metric tonnes (“WMTs”). Initial deliveries of up to 60,000WMTs under the Contract are scheduled to start from April, subject to the relevant standard freighting and performance related documentation being in place.

The start date coincides with the expected completion of the Cobre rail-spur upgrade this month. The rail-spur will allow the contracted magnetite to be transported by train to the Port of Guaymas in Mexico where it will be unloaded for shipping.

Newmont Mining Corporation (NYSE: NEM) today outlined a number of community investment programs – developed in conjunction with local communities – that have been implemented or are under development in the Conga project’s

The programs, which are in addition to the numerous social investments Yanacocha has made over the last two decades, include efforts to advance health and education, critical infrastructure and economic development in Peru’s Cajamarca region. Implementation of the programs began four years ago and would continue over the life of the proposed mine. In addition to community investment programs, Conga is expected to generate more than US$2 billion in taxes over the life of the operation, half of which would be directed to the Cajamarca region through the mining canon. And while the project would replace four lagoons with four engineered reservoirs, downstream users would benefit from a reliable, year-round water supply, something they don’t currently have due to the lagoons not continuously overflowing into the natural streams during the dry season. The reservoirs would increase existing water storage capacity from 1.4 million cubic meters to 3.2 million cubic meters, providing water to downstream users 12 months a year.

“Conga’s community investment programs were designed by the local communities to address long-standing needs that they themselves identified as issues,” said Richard O’Brien, Newmont’s President and Chief Executive Officer. “Although many of these programs are still in their early stages, we’ve already seen tangible results including reductions in malnutrition, school drop-out rates and grade repetition. After the Conga project is built and starts generating revenues, we expect to see even greater improvements in community health, education, nutrition, infrastructure and economic development.”

To date, Conga’s community investment programs have resulted in:

– An 8 percent decline in malnutrition (over four years since the program began) in children younger than 5 years;
– Livestock production increasing to 5 tons per hectare up from 1 ton per hectare;
– Native potato production increasing to 11 tons per hectare up from 5 tons per hectare;
– 400 properly ventilated stoves built in homes to reduce indoor air pollution, a major contributor to childhood respiratory problems; and
– 26 modern irrigation systems built to support Aguaymanto farmers.

In 2008, the Conga Project Team, in cooperation with the Asociacion Los Andes de Cajamarca, engaged 32 of the project’s neighboring communities to identify opportunities for sustainable local development. In 2009, Community Development Committees (CODECOs), comprising and led by local citizens, created the “2015 Community Vision,” which set targets for improvements in social, economic and community development.

In addition to the social, economic and infrastructure benefits expected from tax revenues, Conga’s initial social investment plans that will be implemented once the project is developed, include:

– Approximately US$20 million to improve the exchange of goods and services through the construction of nearly 60 miles of new roads in the region;
– More than US$6 million in programs, facilities and equipment to reduce malnutrition among children and pregnant women;
– US$5 million to improve production and incomes of rural farmers; and
– More than US$500,000 for the construction of 15 classrooms.

Prior to the suspension of construction activities at Conga, more than 6,800 people were employed, with the overwhelming majority coming from the local communities. In 2011, the Conga Project entered into contracts worth more than US$50 million with more than 60 local contractors.

- The Investment Will Almost Double EMAL’s Production Capacity to 1.3 Million Tonnes

Emirates Aluminium (EMAL) has announced that Phase II of its operational plan will go ahead after the company’s board of directors approved a $4.5bn investment, based on the success in reaching full production of the smelter’s Phase I. On completion of Phase II, the aluminium smelter’s annual capacity will rise to 1.3 million metric tonnes, making EMAL one of the largest single-site producers of primary aluminium in the world.

Saaed Fadhel Al Mazrooei, President and CEO of EMAL said: “This is a very significant moment for EMAL and the UAE. In just three years, EMAL has become a global competitor in the aluminium industry. Phase II will equip EMAL to grow the global customer base we have already established. It is also a clear demonstration of the confidence we have in the future market for aluminium and in EMAL to deliver to our customers.”

The EMAL Phase II project will entail the construction of a new potline within the EMAL complex at Al Taweelah, Abu Dhabi. The line will comprise 444 reduction cells powered by increasing the onsite power plant capacity to 3,000MW, which will yield an additional annual production capacity of 520,000 metric tonnes. The new generation DX+ Reduction Technology (developed in-house by Dubai Aluminium Company Limited) will be installed, which operates at 420 kA and offers substantial benefits in terms of energy-efficiency and environmental protection.

Simultaneously, the technology installed in EMAL Phase I will be upgraded – a project that will take the production yield from the existing 756 cells (in two potlines) by 50,000 metric tonnes a year to 800,000 metric tonnes by the end of 2012. This will boost EMAL’s total production capacity to around 1.3 million metric tonnes by the end of 2014.

Strategic Minerals plc (AIM: SML), the Queensland based minerals exploration Company, is pleased to announce the assay results of surface chip rock sampling from the Lead Belly Prospect within the Iron Glen Project (“Iron Glen”) taken 2km north west of the primary exploration area drilled in October 2010.

The assay samples were taken from a mineralised skarn outcrop that was recently discovered by Strategic Minerals’ exploration managers, Terra Search Pty Ltd, during geological and geochemical targeting of the favourable granodiorite-skarn contact that traverses the area. Previous exploration has shown this contact to be prospective for polymetallic base metals as well as magnetite iron ore.

Of the 11 rock chip samples of mineralized skarn analysed in the latest phase of the activity, the results of which were received on 10 June 2011 and were reviewed by the Board on 13 June 2011:

- 7 assayed greater than 1% lead (Pb) with several >5% Pb up to a maximum of 20% Pb;
- 4 assayed greater than 1% zinc (Zn) with a maximum of 4.6% Zn;
- 4 assayed greater than 1% copper (Cu) with a maximum of 3.2% Cu; and
- 9 assayed greater than 30 g/t silver (Ag) with several >100 g/t Ag up to a maximum of 1500 g/t Ag.

Mr. Harris comes to eCORP from his most recent engagement as founder in 2008 of BlackRock Exploration & Production, LLC, a Houston-based oil and gas firm specializing in finding and extracting hydrocarbons from source rocks within North America. Under Mr. Harris’ direction, BlackRock examined areas in South & East Texas covering 70,000 square miles and 100+ counties in order to map certain prospective fairways for the Upper Cretaceous age Eagle Ford Shale. BlackRock gathered information from 285,000 wells and conducted further analysis to high grade the prospect areas and thereafter, assembled with partners a significant acreage position in the liquid prone window of the Eagle Ford Shale.

Texas Rare Earth Resources Corp. (Pink Sheets: SDSR), formerly Standard Silver Corporation, announced today it has executed a 20 year lease (“Lease”) with the Texas General Land Office covering 860 acres at Round Top Mountain in Hudspeth County, Texas (“Round Top”). Additionally, Texas Rare Earth owns prospecting permits for approximately 10,000 acres adjacent to the Lease. We believe the favorable mineralogy and the 67% heavy to light rare earth ratios in samples from the deposit may offer attractive targets ranging from a one billion ton plus bulk low grade mineable deposit hosted in the Round Top rhyolite intrusive, to more conventional higher grade targets hosted deeper in the intrusive and in the carbonate wall rocks. Should processing of this rhyolite prove feasible, we believe Round Top has the potential to become a long term domestic source of these strategically vital metals.

Management plans to pursue several alternatives for developing the rare earth (REE) potential of Round Top. Round Top was the site of extensive drilling in the 1980′s by Cabot Corporation and Cyprus Minerals. Based on published sets of samples (Price et al 1990 GSA Special Paper 246), as well as internal sampling now in progress, we believe that the in place value per metric ton of the rhyolite is sufficient to warrant examining the possibility of developing a large scale open-pit mining operation if a process can be developed to concentrate the rare earth minerals. The mass of the Round Top rhyolite body has been estimated by Texas Bureau of Economic Geology geologists to be at least 1.6 billion metric tons. The heavy to light rare earth ratio of 67% seen to date is highly encouraging. There also exists a possibility that other minerals containing other rare elements such as niobium, tantalum, zirconium, hafnium and lithium may be co-produced.

There may exist enriched phases within the Rhyolite. The samples analyzed to date are predominantly from the border zone of the rhyolite body. Preliminary examination of drill samples indicates a wide variation of grain-size and alteration style within the rhyolite. We believe that there is the possibility that phases of this rhyolite will be enriched in REE and other rare elements and that this concentration and stratification of the REE in the cooling igneous rock may be analogous to the geology in Avalon’s Thor Lake deposit.

High grade replacement deposits in the underlying limestones and veins or pegmatites within the rhyolite may exist. Unlike most REE deposits now being explored, the Round Top mineralizing system has not been deeply eroded and only its upper parts are exposed. A striking feature of this deposit is the intensity of hydrothermal alteration and brecciation associated with it and the high fluorine content of the rhyolites, 1.3% for the Round Top rhyolite. These rhyolites have intruded thick sections of carbonate rocks. Carbonate rocks are extremely reactive and are readily replaced by fluorite when contacted by solutions high in fluorine. Fluorine is the active agent that mobilizes the REE, beryllium and uranium and other metals in these types of geologic systems. REE’s are significantly less soluble than beryllium or uranium and can be expected to be the first elements deposited deeper in the system and would be expected to form replacements in the first limestones they come in contact with.

We are currently evaluating data from the Cabot Corp-Cyprus Minerals beryllium exploration and development program in the late 1980′s for rare earths and uranium. Samples from approximately 200 reverse circulation and core drill holes aggregating approximately 45,000 feet have been sorted and securely stored. Equipment and facilities have been established for detailed re-logging. To date, some 44 of these drill holes have been re-logged. Selected samples are being submitted for chemical analysis. In addition to REE, we believe the property may contain commercial quantities of beryllium and uranium.

To more accurately reflect its focus on the development of the heavy earth Round Top deposit, the company has changed its name to Texas Rare Earth Resources Corp.

Getty Petroleum Marketing Inc. (Getty) announced today the filing of a Demand for Arbitration before the American Arbitration Association against Bionol Clearfield, LLC (Bionol), an ethanol producer in Pennsylvania. Getty entered into a five-year contract to purchase ethanol from Bionol; however, a dispute has arisen regarding the ethanol purchase price. As part of the contract, Getty and Bionol agreed that they would resolve any dispute by binding arbitration before the American Arbitration Association. Getty continues to purchase its contractual requirements of ethanol from Bionol. Pursuant to the terms of the contract governing payment disputes, Getty continues to pay Bionol millions of dollars each month for the ethanol, withholding only the amounts in dispute.

“Getty’s desire remains to work with Bionol to reach agreement with respect to the disputed amounts and in the absence of such agreement, to resolve those claims through the pending arbitration, all of which is contemplated under the ethanol agreement,” says Vadim Gluzman, Getty CEO.

US $2 Billion Lawsuit Claims Petrotrin Expropriated Assets in

Joint Venture Company, World GTL Trinidad Limited

World GTL Inc, in the largest lawsuit ever filed against a private or Government-owned company in Trinidad, and amid upcoming elections, said it had served, with the help of a court order there, the Government-owned Petroleum Company of Trinidad and Tobago (Petrotrin) with a complaint in the United States Federal District court for the wrongful expropriation of its assets in a joint venture company, World GTL Trinidad Limited. The Complaint requests damages of more than US $2 billion.

World GTL Trinidad Limited was constructing a gas-to-liquid plant located within the Petrotrin refinery in Point-a Pierre, Trinidad, 51% owned by the World GTL Inc subsidiary, World GTL of St. Lucia Ltd, and 49% by Petrotrin. When expropriated, the plant was in the process of being commissioned and would have been the first commercial GTL plant in the western hemisphere.

World GTL Inc says it is seeking damages equal to the projected enterprise value contemplated by Wall Street analysts in an initial public offering.

In the complaint, World GTL Inc says Petrotrin executed its secret plan to expropriate the plant with the full knowledge and consent of the Trinidad Government.

In 2005 World GTL Inc and Petrotrin entered into a “Project Agreement” to build a gas-to-liquid plant within Petrotrin’s refinery at a location selected by Petrotrin and recommended as safe, when in fact it was directly down wind from Petrotrin’s Sulfur Recovery Unit. Petrotrin assured World GTL Inc the refinery location was environmentally safe.

“In order to obtain project financing, Petrotrin introduced us to Credit Suisse, noting that a former Trinidad finance minister was now an officer of the bank. The bank agreed to provide a US $125 million loan,” said James Carlisle, World GTL Inc’s vice president of finance and operations.

“Contrary to Petrotrin’s representations when we entered into a ‘Project Agreement,’ there were numerous toxic sulfur releases from the Petrotrin refinery, which contaminated the entire facility including the gas-to-liquid plant,” said Carlisle. “We had to evacuate the plant on many occasions – sometimes for as long as two months at a time – creating unforeseen cost overruns and delays severely impacting our ability to meet the completion date set forth in the agreement with Credit Suisse. Plant closings and evacuations continued despite the many assurances from our partner, Petrotrin, that the situation was being corrected,” he said.

However, according to the Complaint, Petrotrin surreptitiously bought World GTL Trinidad’s loan from Credit Swiss, which had been jointly guaranteed, clearly demonstrating its intent to be the sole owner of the gas-to-liquid plant.

“Moreover, with a clear disregard for their fiduciary responsibilities to the GTL joint venture company, Petrotrin engaged in actions demonstrating it planned to control the project,” continued Carlisle. “This included payment to Credit Suisse of a disputed $16.2 million breakage premium in order to facilitate taking ownership of the loan,” said Carlisle. “This was done secretly so they could declare a default effectively expropriating the assets without compensating us,” he said.

According to the complaint, World GTL Inc and its subsidiary, World GTL St. Lucia, allege that Petrotrin did not make the requisite corrections to the sulfur problem because it at all times wanted timely completion of the construction of the plant to fail, thereby creating a default under the terms of the loan agreement with Credit Suisse. This allowed Petrotrin to appoint a Receiver to take over all the assets of the entire project without proper compensation to World GTL Inc. This action was not only contrary to the agreements between the parties but constituted fraud on its face, according to the Complaint.

World GTL Inc is seeking compensation from Petrotrin for alleged fraud, negligent misrepresentation, breach of contract, unjust enrichment, negligence and expropriation.

World GTL Inc, based in New York City, was formed in 2000 to build and operate gas-to-liquid (GTL) facilities that convert natural gas (coal and other hydrocarbons) into high-value, pollution free fuels and other valuable products.

Composites App Challenge solicits ideas to tackle some of the world’s biggest issues in infrastructure, transportation and renewable energy

Announced at the JEC Composites Show in Paris, the Composite App Challenge is focused on drawing entrants in four categories to help resolve some of society’s pressing issues:

– Infrastructure Durability: Long-lasting infrastructure is
critical to clean drinking water and preventing bridges, streets and
buildings from crumbling and having to be replaced. Composites are
corrosion resistant and can help build and re-build a more durable, more
sustainable future and ensure a positive quality of life.
– Fuel Efficiency: Cars, trucks, trains, planes and ships sip less
fuel when they’re lighter. Composites are able to help reduce weight and
improve energy efficiency.
– Renewable Energy: Large scale wind energy is not practical
without composite materials – and they are key to many other emerging
technologies such as wave energy and ocean thermal systems.
– Protection from Harm: Around the world, soldiers’ lives are at
risk. Composite materials provide a lightweight shield in the line of
fire – either for personal or vehicle protection. Applications today
have only just scratched the surface of what these versatile materials
can do to save lives.

“Since the commercialization of glass fibers more than 70 years ago, Owens Corning has led the world in developing applications for composite materials,” said Ashish Diwanji, vice president of innovation for the Owens Corning Composite Solutions Business. “The world has never been more in need of the corrosion-resistant, energy-efficient, protective properties composites deliver. With this competition we are looking for the next big application to help change the world in the way only composites materials can, and help drive the growth of the industry.”

Key details of the challenge include:

– US$250,000 in awards – a $200,000 commercial development
award for a composite application that can be introduced by the end of
2012, and a total of $50,000 for four composite application ideas that
effectively address marketplace needs, appear to be technically feasible
and have a perceived market opportunity. One $20,000 award is for anyone
and three $10,000 awards are reserved for students.
– The competition will have three phases:
– Participants must submit their applications or ideas through the
competition Web site by July 15, 2010

– Up to 20 entrants will be selected and invited in early August to
provide additional information for a second round of review at the
end of November. Judges will be looking at the content of the idea,
the potential market opportunity, the time needed to commercialize
the application, the business case, technical feasibility and the
contestant’s ability to commercialize the application or solution.
– Eight finalists will then be selected and invited to present their
ideas. Final decisions will be made on the likelihood of scalability
and long-term success.
– Winners will be announced in February 2011, at the trade show hosted by
the American Composites Manufacturers Association (ACMA) in Ft.
Lauderdale, Fla. USA.

Smurfit-Stone Container Corporation’s Recycling division today announced the opening of its European office in Rotterdam, Netherlands.

The Rotterdam office is part of Smurfit-Stone Recycling International, which represents the Company’s recycling and waste solutions business outside North America.

“This is an important expansion of our global activities, which focus on identifying and implementing new and improved ways to support our customers’ international businesses,” said Mike Oswald, senior vice president and general manager of the Company’s Recycling division.

The Rotterdam location will source recovered paper in Europe for sale in China through the Company’s Shanghai office. The material will also be sold to Smurfit-Stone’s customers elsewhere in Asia as well as in Europe and Central and South America.
