Application filed by Engro Fertilizers Limited for grant of licence for transmission of natural gas

Islamabad, March 05, 2014 (PPI-OT): Engro Fertilizers Limited (the applicant) has applied to Oil and Gas Regulatory Authority (OGRA) under Section 23 of Oil and Gas Regulatory Authority Ordinance, 2002 read with Rule 4 of the Natural Gas (Licencing) Rules, 2002 for the grant of Exclusive licence to carry out the regulated activity of Transmission of Natural Gas from Reti-Maru Gas field to Engro Fertilizers Limited Complex (Fertilizer Plant) at Daharki for self-use.

The instant project involves laying down of approx. 26 km cross country pipeline from Reti Maru Gas Field till Engro Fertilziers Limited battery limits. The applicant intends to transmit 12 MMCFD of gas from Reti Maru Gas Field. A 10” nominal dia gas pipeline is required to transport aforesaid gas. The Authority has admitted the application of Engro Fertilizers Limited for consideration.

Any interested/affected persons including gas consumers and general public are invited to furnish their comments, suggestions and intervention requests to Registrar OGRA, within 14 days from the date of publication of this notice. All interveners must indicate the manner in which they are likely to be affected by determination of the Oil and Gas Regulatory Authority in this case. OGRA has also decided to hold a Public Hearing at Karachi on the subject matter according to the date, time and venue mentioned below:

Application filed by Elengy Terminal Pakistan Limited for grant of licence to undertake regulated activities related to liquefied natural gas at Port Qasim

Islamabad, March 05, 2014 (PPI-OT): Elengy Terminal Pakistan Limited (the applicant) filed a petition on July 26, 2013 with Oil and Gas Regulatory Authority (OGRA) under Rule 4 of Oil and Gas Regulatory Authority (LNG) Rules, 2007 to undertake the following regulated activities at Port Qasim, Karachi:-

i. Construction and operation of LNG Receiving Terminal,

ii. Construction and operation of LNG Storage Facility,

iii. LNG Processing, Testing Facility (Construction and Operation), Transportation of LNG, Filling of LNG, Marketing and Distribution of LNG

In pursuance of LNG Policy 2011 and LNG Rules, 2007, SGS (Consultant/Expert) was appointed by OGRA to determine whether the application of ETPL meets the requirements of LNG Policy 2011, OGRA Ordinance and LNG Rules, 2007.

SGS submitted its report to OGRA on 31st January 2014 and concluded that application filed by ETPL fulfils the requirements of LNG Rules, 2007 and LNG Policy 2011 to undertake the following regulated activities at Port Qasim, Karachi:-

a. LNG Storage Facility (Construction)

b. LNG Storage Facility (Operation)

c. LNG Terminal (Construction)

d. LNG Terminal (Operation)

OGRA, keeping in view the SGS’s report, has admitted the petition of ETPL under LNG Rules, 2007 for further processing / consideration.

Petition filed by Sui Northern Gas Pipelines Limited for determination of estimated revenue requirement

Islamabad, March 04, 2014 (PPI-OT): Sui Northern Gas Pipelines Limited (the Petitioner) filed a petition before Oil and Gas Regulatory Authority (OGRA) under Section 8 (1) of the Oil and Gas Regulatory Authority Ordinance, 2002, read with Rule 4 (2) of the Natural Gas Tariff Rules, 2002, on December 13, 2013 , for determination of its estimated revenue requirements / prescribed prices for FY 2014-15. The Petitioner has worked out an increase of Rs. 179.55 per MMBTU in its average prescribed price w.e.f. 1st July, 2014.

The revenue requirement of the Petitioner will enable it to meet cost of gas, operating cost and return on assets. The cost of gas is linked to the international pr ice of crude oil / fuel oil in accordance with the agreements between the Federal Government and the gas producers.

Oil & Gas Regulatory Authority to carry out study on fixation of reasonable Unaccounted for Gas benchmarks for natural gas sector

Islamabad, March 22, 2013 (PPI-OT): 1. Oil & Gas Regulatory Authority (OGRA) intends to carry out a study on fixation of reasonable Unaccounted for Gas (UFG) benchmarks for natural gas sector, in Pakistan.

Study shall include proposals for incremental improvements in all components of UFG control.
Consultant(s) shall complete the assignment within 60‐days of the commencement of study.

2. OGRA invites reputable consultant(s) having minimum of ten years experience in operational, technical and financial matters of natural gas utilities operations interalia including experience and strong knowledge in UFG control and monitoring, natural gas measurements viz‐a‐viz gas purchase‐sales reconciliations.

3. Interested consultant(s) must provide detailed CV(s) of member(s) of core team
highlighting relevant experience.

4. Consultant(s) in the business of oil and gas sector may have option to associate to complement their respective areas of expertise, strengthening the technical responsiveness of their proposals and make available bigger pool of experts.

5. Existing auditors of SSGCL and SNGPL are not eligible to participate in this assignment.

6. The bidders should submit a single package containing two separate sealed envelopes in accordance with Rule 36 (b) of PPRA Rules 2004.

One envelope should contain the Technical Proposal and the other envelope should contain the Financial Proposal. The envelopes should be marked as TECHNICAL PROPOSAL and FINANCIAL PROPOSAL.

7. The Technical Proposals will be opened in the first instance for evaluation on 25‐03‐2013 at 11.30 a.m. in the presence of the bidders, or their authorized representatives, who may like to present bids to the Executive Director (Gas) in OGRA office.

The financial proposals of the bidders whose technical proposals are accepted will be opened in the presence of the bidders on a date and time to be communicated to them in advance.

8. OGRA reserves the right in its sole discretion to accept or reject any bid without justifying
any reason thereof.
