Major (retd) Shabbir Ahmed assumes charge as Director General National Accountability Bureau Sindh

Islamabad, July 17, 2014 (PPI-OT): Following the order issued by Chairman NAB Qamar Zaman Ch, Maj (retd) Shabbir Ahmed has assumed charge as Director General NAB Sindh. He has held the same post form May 2011 to July 2012.

He has also served in Govt. of Sindh as Additional Secretary (Admn), Chief Minister House Sindh, DG Bureau of Statistics and Chairman Election Authority, Govt of Sindh. Maj (R) Shabbir Ahmed is a regular NAB employee and has served in NAB HQ Islamabad and its regional offices on various posts. On assuming the charge as DG NAB Sindh, he reiterated his resolve to take forward the accountability drive without any fear and favour as per the law.

Opening Remarks

I have a few statements to make:

i. Terrorist Attacks in Afghanistan

Pakistan strongly condemns the recent terrorist attacks in Afghanistan, including the one in Paktika Province, in which a large number of innocent civilians have lost their lives including children.

We extend our heartfelt condolences to the families of the victims and pray for the speediest recovery of the injured. No cause justifies such wanton acts of violence, especially in this holy month of Ramadan. We reiterate our condemnation of terrorism in all forms and manifestations.

ii. Elections in Afghanistan

Pakistan has welcomed the amicable solution reached regarding the complaints of fraud in the second round of Afghan Presidential elections. We appreciate the efforts of everyone who contributed to this peaceful, negotiated outcome.

We believe this is a success for democracy, stability and national unity in Afghanistan. Pakistan wishes the Afghan authorities and the international partners well, as the next steps in this important process are undertaken over the coming weeks.

iii. Case of Mr. Faizullah Khan

There has been widespread media coverage of the conviction of ARY correspondent Mr. Faizullah Khan in Afghanistan. The Ministry would like to underscore that the matter has been actively pursued with the Afghan authorities ever since it was brought to our notice by ARY.

On the Ministry’s instructions, the Consulate General in Jalalabad and the Embassy in Kabul have been pursuing the case on the legal and political tracks. In this context, the Consul General also met with the Governor as well as Chief Justice of the Nangarhar High Court. The Consul General secured immediate consular access to Mr. Faizullah Khan, facilitated his contact with his family, and arranged for a lawyer.

The Pakistan Ambassador in Kabul took up the matter with high-ranking Afghan dignitaries, including the Foreign Minister and Interior Minister. In all these contacts, the Afghan authorities were asked to release Mr. Faizullah Khan on humanitarian grounds. The Afghan authorities, at various levels, promised to help in this case.

Due to these hectic efforts, the most serious charges against Mr. Faizullah Khan were dropped. The Consulate is now in the process of filing an appeal against the Court verdict. I wish to underscore that this case is being pursued as a matter of priority and we will continue our efforts with the Afghan side at the legal and political levels to secure early release of Mr. Faizullah Khan.

Question

What is Pakistan’s position on the formation of new World Bank under the leadership of India?

Answer

BRICS is an economic grouping and they are entitled to take all steps that they deem feasible for their economic development.

Question

There is a perception that there is tacit consent from Pakistan on the drone strikes by the US. What is your take on this?

Answer

I don’t even want to comment on this. We have discussed this issue thread bare many a times. If you still want to maintain or entertain certain perceptions, you are most welcome.

Question

A couple of days back, there was a rocket attack by militants from the other side of the border between Pakistan and Afghanistan resulting in the killing of a Pakistan Army soldier. Has the Foreign Office lodged a protest? Also, we have seen that whenever such a protest is lodged by Pakistan, there is normally no response. What is the position this time? Has Afghanistan intimated you of any actions taken by them to control terrorist activities from their side of the border?

Answer

We have asked Afghanistan repeatedly not to allow its territory to be used against Pakistan by terrorists and we expect Afghanistan to take action. As Pakistan is determined not to allow its territory to be used against them, we expect similar commitment from Afghanistan.

So far, we have no information if any action on the ground has been taken to eliminate these sanctuaries of terrorists on Afghan soil. Our military authorities present on the Pakistani side of the international border would be in a better position to give you that information.

Question

The arrest of Pakistani journalist in Afghanistan invites a backgrounder on it. Pakistan has always been very hospitable and cooperative when it comes to entertaining Afghan citizens over the last three decades. Is it not time that Pakistan reviews its policy towards Afghan citizens not as a retaliatory step but just for the sake of pragmatism?

Question

Yesterday, there was a report that two Pakistani diplomats were involved in some serious crimes in the UK. Could you please give us some more information on that.

Secondly, there was another incident of cross fire on the Working Boundary between Pakistan and India and one Indian soldier has reportedly been killed. Do you have something to add?

Answer

Your second question first, I think ISPR has already released some information on that. There has been intermittent and unprovoked firing from the Indian side on the Working Boundary in Sialkot which resulted in injuries to two Pakistani soldiers. We have no confirmation that any Indian soldier was killed but certainly the fire was returned.

About your first question, I wanted to clear the misunderstanding created by misleading media reports but forgot. Nevertheless, our High Commission has informed us that as a normal practice the FCO submits a list of serious or significant cases involving foreign diplomats or diplomatic officials in the United Kingdom to the British Parliament every year. The serious and significant offenses include those involving a minimum punishment of twelve month imprisonment under local law.

In the list for 2013, cases of two Pakistanis were mentioned. One case is based on charges of marital rape leveled by his wife. She also alleged that he abducted their children and brought them to Pakistan. As per the High Commission, the wife had a premature delivery after which she was not able to look after her other children.

By mutual agreement, they sent the children to their family in Pakistan. Matrimonial relations between the couple became tense as she wanted to settle in UK permanently under any circumstances, while he was not inclined. On his refusal, she leveled theses charges. Subsequently, when she applied for asylum, she leveled these allegations as well.

The other case is also similar. Again it was the wife, interested in seeking asylum, who leveled the charges against her husband. According to our High Commission, the wife had developed contacts with some local women who even employed her in their laundry. She is also seeking asylum. So, in both cases allegations seem to be motivated by desire to seek asylum.

Question

Indian Minister of Defence in their Parliamentary proceedings talked made two points. One that for normalization of relations and continuation of dialogue the early conclusion of Mumbai trial is mandatory. Secondly, he expressed his desire to settle all issues including the issue of Jammu and Kashmir in a peaceful manner through dialogue. Your comments please?

Answer

Any articulation of policy that India wants to settle all issues, including the outstanding issue of Jammu and Kashmir through dialogue resonates with us as it has been our policy. Pakistan’s policy, all along, has been that all outstanding disputes, particularly the dispute of Jammu and Kashmir should be resolved through dialogue.

But you cannot have dialogue and at the same time impose pre-conditions. The trial of the accused in Mumbai case is proceeding. It’s not held up. Unlike this, however, the trial of those accused in Samjhota terrorist attack in which Pakistanis were the victims, is not progressing. I am not saying that we want to hold up progress on one because of the other. But we do expect that Pakistanis who have been victims of terrorists would also get justice.

Question

What are Pakistan’s expectations from this September’s SCO Summit in Dushanbe .Is Pakistan still interested in full formal membership of this organization?

Secondly, what is Pakistan’s stance towards the current political crisis in Ukraine especially to the fact that President Petro Poroshenko is now carrying out the so-called anti-terrorism operations against the civil population?

Answer

First about SCO, you know that as Observer Pakistan has been participating very actively at highest level in the SCO meetings. We believe it’s a very useful and relevant forum to discuss the issues this region is facing. Pakistan also looks forward to becoming its full member.

On the Ukraine situation, our policy is well-known. We do not want to see escalation. We would like to see a peaceful resolution of all differences. There have been many efforts and meetings, we do hope that this path would be adhered to and there will be a peaceful resolution.

Question

Dr. Vaidik’s (who is an Indian journalist and writer) visit to Pakistan has created a lot of issues in India. During his stay in Pakistan, he met Prime Minister Nawaz Sharif, Advisor on Foreign Affairs Sartaj Aziz and also Hafiz Saeed. Did Foreign Office play a role in organizing these meetings?

Answer

If there is a request for a call on the Prime Minister or the Advisor to the Prime Minister, it would go through the Ministry of Foreign Affairs. But we don’t arrange meetings of individuals with private citizens in Pakistan.

Question

Is Pakistan seeking continued financial assistance from the US for carrying out counter-terrorism operations beyond 2014?

Answer

The Coalition Support Fund (CSF) is not actually assistance. It is essentially a re-imbursement of the expenditures that we have already incurred. We are engaged with the US and I think it would be pre-mature to say what kind of counter-terrorism assistance would continue in future.

Question

Can you update us on the issue of Pakistan’s Consulate in Jalalabad. According to some reports there is a pressure from influential political circles on Pakistan to abandon the Consulate’s ownership and possession. According to another report Pakistan has taken up this issue with the Afghan government as well.

Answer

Yes, this issue is being discussed. We are trying to resolve it.

Question

The US Principle Deputy Representative for Pakistan and Afghanistan Ambassador Beth Jones was here. She met with the Interior Minister and we got the information that a statement was issued. She also met with some high officials from the Punjab Government and they also issued a statement.

The third meeting was at the Foreign Office where the US Ambassador was also present. However, this meeting was kept secret and there was nothing issued. Can you clarify the reason?

Answer

Well, these are working level engagements and they happen across the board with a number of countries all the time. We don’t have to give out statements every time.

Answer

Question

Although, you have already issued a statement on Palestine but the situation there is worsening day by day. How does Pakistan see this escalation?

Answer

Our position has been stated very clearly. The Prime Minister has made statements. Our Missions have been working within the UN system in New York and Geneva and the OIC Jeddah to seek immediate cease fire. These killings of innocent Palestinians particularly women and children are deplorable and condemnable and we condemn them.

Anti Narcotics Force recovers charas, heroin and amphetamine in 7 operations arrest 5 persons including a lady drug smuggler

Islamabad, July 17, 2014 (PPI-OT): ANF launched 7 operations in Rawalpindi, Islamabad, Attock, Faisalabad, Lahore, Multan and Peshawar. Operations resulted in recovery of 10.4 Kgs Charas, 3.4 Kgs Heroin and 300 Gms Amphetamine, while 5 persons were arrested.

According to details, ANF Lahore arrested Muhammad Khalid s/o Abdul Majeed r/o Lahore and recovered 8.4 Kgs Charas from his possession. He was arrested in an operation conducted in the area near Aik Moria Pull, Lahore.

ANF Lahore arrested Mujahid Sattar alias Balo s/o Abdul Sattar r/o Muzaffargarh and recovered 2 Kgs Charas from his possession. He was arrested in an operation conducted at a house in Basti Khudadad, Shair Shah Road, Multan.

ANF Lahore Road Check Team arrested an accused namely Shafique Ullah s/o Abdul Rauf r/o Peshawar and recovered 500 Grams Heroin, tactfully concealed in his shoes. The accused was arrested at Main Faisalabad Motorway interchange while travelling in a passenger bus coming from Peshawar.

ANF Lahore intercepted a parcel at Sky Net World Wide Express, Allama Iqbal International Airport Cargo, Lahore and recovered 950 Gram Heroin concealed in 2 thread cones. The seized parcel was intended for Netherlands.

ANF Rawalpindi arrested a lady namely Shamshad w/o Ibad ur Rehman r/o Peshawar and recovered 2 Kgs Heroin from her possession. She was arrested while travelling in a passenger vehicle at Iqbal Shaheed Toll Palaza, GT Raod Attock.

ANF Rawalpindi seized a parcel from DHL Office Islamabad containing 4 dolls and recovered 5 Gms Heroin from one of the dolls. The parcel was destened for London, UK. After initial investigation, it was revealed that the parcel was booked by Ishfaq s/o Faqir Hussain r/o Peshawar and was to be received by Hashmat, Harrow Road, Wembley, London. UK.

ANF Peshawar Airport Team arrested an accused namely Amir Zaman Khan s/o Muhammad Hashim Khan r/o Charsada at Peshawar Airport and recovered 300 Gms Amphetamine Heroin concealed in his trolley bag. He was boarding for Jeddah by Flight No. NL-721. Cases have been registered in ANF Police Stations and further investigation is under process.

No difference between Pakistan People’s Party and Muttahida Quami Movement on bifurcation of health and education departments: Nisar Ahmed Khuhro

Karachi, July 17, 2014 (PPI-OT): Senior Minister for Education Nisar Ahmed Khuhro has said that there is no difference between PPP and MQM on the bifurcation of Health and Education Departments adding that bifurcation of the said department is not taken yet while it is being considered to bifurcate to improve the quality of services. He further said that MQM may have its own opinion but there is no difference between PPP and MQM.

This he said while talking to media after training certificates and scholarship award distribution among the PSTs and JSTs organized by Sindh Elementary Teachers Training Project at local hotel here today. He said that it is being considered to bifurcate education department into Primary and Higher Education for improvement on the management of Education facilities in Sindh.

He referred that Universities and Education Boards are working under the control of the Chief Minister Sindh while technical education is being managed by STEVTA. Earlier, Addressing to the ceremony, the Senior Education Minister urged International Donor Agencies and Philanthropists to help Education Department in imparting training to 40 thousands Head Masters of Schools in Sindh so that quality education ensured to masses.

He said that government is committed to achieve millennium development goal and in this regard teachers training is very important. Teacher who are the leader of nation and responsible for training of our children needed capacity building training.

He said that attitudes and behavior of teachers changes with the training and refresher courses which will be helpful to increase registration of children in schools and help decrease drop out. He appreciated the role of Canadian Government for providing assistance for teachers training.

On the occasion the Secretary Education Dr. Fazalullah Pechuho has said that the government striving hard to counter challenges being faced by the education department which are multifaceted. Quality Education is a biggest challenge, he said adding that training of teachers will play pivotal role in this regard.

He said Sindh Government is taking measures to improve the standard of 42 teachers training institutions located all over the province. He thanked Canadian Government for support and said that SIDA project started in 2006 with the loan of Canadian Government which was later converted into grants for improving quality of elementary schooling in province.

He informed that government has 512 Million Rupees in its kitty under SIDA Project which will be spent in fair and transparent manner for improvement of the education. Counselor Development and Head of Aid Canada David Fornier said that Canada and Pakistan shared 60 years long term dedicated to stable and prosper future.

He said that Canada is supporting Pakistan primarily in three domains including stable economical development, advancement of democracy and investment in education and Health. He informed that Canada granted 132 Million Dollars Loan to Pakistan which is later converted into grant.

He said that we are supporting Sindh Government in improving quality of Elementary Schooling in the province and continue to support in future. On the occasion Project Director Sindh Elementary Teachers Training Project (CIDA) Rehan Iqbal Baloch, First Secretary Development Canada Robert (Bob) Sniders also present.

Later 39 Elementary School teachers were given scholarship awards while 39 Junior School Teachers and 25 Primary School teachers from all over the province given training Certificates.

Extraordinary meeting decides to expedite Karachi operation

Karachi, July 17, 2014 (PPI-OT): The Sindh Govt and the LEAs in a high level meeting held at Chief Minister House held under the Chairmanship of Chief Minister Sindh Syed Qaim Ali Shah with special participation of Governor Sindh Dr Eshrat ul Ebad Khan, Corps Commander Karachi Lieutenant General Sajjad Ghani and DG Rangers Rizwan Akhtar has decided to continue and expedite the ongoing targeted operation against the terrorism in Karachi with full determination to take it up to its final destination of peace and prosperity.

The meeting focused on ten sensitive areas and vulnerable for police killings and decided for conducting combined raids in these areas to clear the same from terrorism. The meeting decided to increase the strength of Sindh Police and provide effective training to the newly recruited police personals from the Army instructors.

The meeting decided to put fool proof security plan with the support of 16,000 police personals in the place to maintain law and order specially during the Youm-e-Ali As specially those areas which are declared sensitive and vulnerable areas and celebrating the Eidul fitr peacefully.

The meeting decided to enhanced the security of all important installations to avoid any possible airport like attack in the Karachi. The meeting was attended by Chief Secretary Sindh Sajjad Saleem Hotiyana, Principal Secretary to CM Allamuddin Bullo, Home Secretary Dr. Niaz Abbasi, IG Sindh Ghulam Haider Jamali, Additional IG Karachi Ghulam Qadir Thebo, Advocate General Sindh Fatah Malik, Prosecuter General Sher Muhammad Shaikh, Commissioner Karachi Shoaib Siddique all DIG’s of Karachi and officers of LEAs.

Addressing the meeting the Chief Minister Sindh said that we have accepted the challenges of Law and order as such have provided more operational authority to the police and rangers to take the action against the terrorist with out any discrimination.

Lauding the role of LEAs in ongoing targeted operation he said that Sindh Police with the help of LEAs would completely weed out the menace of terrorism not only from the Karachi but whole province. He said that the Sindh government was giving top priority to the law and order and has raised the budget of Sindh police from Rs 42 billion last year to 54 billons this year in addition to providing more than six billions for purchase of APCs , Bullet proof Jackets, vehicles.

He said that we are recruiting 10,000 police personals under the recruitment plan 2013-14 and would recruit further 10,000 under the plane 2014-15 to increase the strength of Sindh Police. He said it was encouraging factor that in spite of the killing / martyrdom of the corps, the high sprit to fight with the terrorists was with the forces that to lead the operation to success.

The Chief Minister Sindh directed the administration concern to take action against the illegal madrasas specially being constructed along with the Highways. He directed the Home Secretary to collect the data and submit the same in the next meeting.

The Chief Minister Sindh while concluding the meeting recommended to the Federal Government for providing logistic support and Rs: 10 billion as financial Support to the Sindh Government as committed earlier to fight with the terrorism with success.

Addressing the meeting The Governor Sindh Dr. Ishrat ul Ebad stressed upon the need to increase the number of police recruitment from Karachi and evolving the mechanism to redress the public complains if any against the target operation.

He also recommended for sharing the modalities of police recruitment so that the process be made more effective. The Corps Commander Karachi lieutenant General Sajjad Ghani and DG Rangers Rizwan Akhtar assured the Sindh Govt for providing full support operational and trainings help and facilities to the Sindh Police to eliminate the menace of terrorism from the Sindh Province Specially Karachi.

The Provincial Home Secretary Dr Niaz Abbasi while briefing the meeting has said that comprehensive contingency plan have been put in the place to ensure the fool proof security during the Yom-e-Ali As. He said that bane has also been imposed on the pillion riding on the motor cycle during the Yom-e-Ali AS.

He said that under the SOP issued by Home Department the scrutiny of the areas nearing the important installation has been made and security has been enhanced there including the funnel areas of Airport. He said that Home department was contacted with the NADRA to get the assistance regarding identification of Family and Facial Identification of the Criminals.

The IG Sindh Police Ghulam Haider Jamali while briefing the meeting said that during the targeted operation 31% decreased has been made in the murders, 61% in target killings and 6% of extortions cases.

However he took the killing of police personals as serious threats and said that 10 areas have been identified where these incidents are being taken place. He said that extensive combined operation from Sindh Police and Rangers was being planned for these areas.
