CEOs of Telenor Group, Alibaba and Ant Financial Discuss the Future of Digital Payments

Karachi, July 04, 2018 (PPI-OT): The senior management of Telenor, comprising Telenor Group CEO Sigve Brekke, Telenor Microfinance Bank President and CEO Shahid Mustafa, and Telenor Pakistan CEO Irfan Wahab Khan, met with Alibaba CEO Jack Ma and Ant Financial CEO Eric Jing, besides other senior officials from Alibaba Group and Ant Financial in China’s city Hangzhou, last week.

The meeting underscored the significance of a cashless society, especially in the context of a developing country like Pakistan. The officials exchanged thoughts and ideas about digitization of the world’s financial landscape and looked into more ways the big strategic partnership between Telenor Group and Ant Financial earlier this year could prove more fruitful.

Telenor officials also exchanged thoughts on how digitization enhanced accessibility to formal financial services in Pakistan and other developing countries. “We pioneered branchless banking in Pakistan with Easypaisa to bridge the widening financial services divide in the country,” said Shahid Mustafa, CEO Telenor Microfinance Bank.

“Today, we’re even more committed to transforming the Pakistani financial landscape using innovative technology and breakthrough partnerships like the one with Ant Financial.”

In March this year, Telenor Group entered into an agreement with Ant Financial, formerly known as Alipay, where Ant Financial announced an investment of US $184.5m for a 45% stake in Telenor Microfinance Bank (TMB), a subsidiary of Telenor Group, to further develop mobile payment and digital financial services in Pakistan. Ant Financial is dedicated to bringing the world more equal opportunities through building a technology-driven open ecosystem and working with other financial institutions to support the future financial needs of society.

Ratings of Quaid-e-Azam Thermal Power (Pvt.) Limited

Karachi, July 04, 2018 (PPI-OT):JCR-VIS Credit Rating Company Limited (JCR-VIS) has reaffirmed the entity ratings Quaid-e-Azam Thermal Power (Pvt.) Limited (QATPL) at ‘AA/A-1+’ (Double A /A-One Plus). Outlook on the assigned ratings is ‘Stable’. The previous rating action was announced on October 31, 2017.

The ratings assigned to QATPL takes into account its strong ownership profile with the company being wholly owned by Government of Punjab (GoPb). The company has setup and operate a 1,180 megawatt Re-liquefied Natural Gas (RLNG) based Combined Cycle Gas Turbine (CCGT) thermal power plant at Bhikki Sheikhupura, the project commenced commercial operations (COD) on May 20, 2018 and is operating as per agreed parameters according to the management.

The project cost and financial plan has remained within approved cost of rupee equivalent to US $769.9 million and debt to equity of 75:25. With the declaration of COD, the availability period of the approved financing expired, leaving a significant undisbursed portion of debt needed to complete the approved project cost payments payable post COD. The company has accordingly sought an extension in the availability period of financing up to December 31, 2018 and merged the prorated instalment falling due in June 2018 (due to expiry of the financing availability period) with the December, 2018 instalment, keeping with the spirit of project financing and enabling it to draw upon the un-availed amounts from the contracted facility.

Lenders have confirmed to the management that the aforementioned arrangement has in principally being agreed by them, subject to regulatory approvals and execution of necessary documentation to this effect. JCR VIS believes that completion of this arrangement has high significance for the sustainability of the project which has been setup as a green field project under the project financing arrangements.

The ratings take into account the presence of a non-supply event in the Power Purchase Agreement (PPA) which insulates the project from the risk of gas non-supply; the company shall continue to receive capacity payments during the non-supply period. In addition, the “Suspension” clause in the PPA entitles the company to suspend its plant operations in case the receivable amount from Central Power Purchase Agency (Guarantee) Limited (CPPA) at any point of time remains outstanding for 60 days or more, while continue to receive capacity payments during the suspension period.

Ratings also take into account the various financial covenants required to be maintained including Debt Service Coverage Ratio, Loan Life Coverage Ratio and Current Ratio. Revenues of the company are expected to sustain owing to a tariff based on fixed return on equity. Going forward, Funds from Operations are projected to remain stable while the same are expected to be adequate for timely debt repayment.

President KCCI appreciates FBR’s move to extend Amnesty Scheme

Karachi, July 04, 2018 (PPI-OT): President Karachi Chamber of Commerce and Industry Muffasar Atta Malik, while appreciating FBR’s recent move to extend the Amnesty Scheme for a period of one month, said, “This was widely being demanded by the Business and Industrial community and we are grateful to the decision makers for paying heed to KCCI’s request and accordingly taking sensible decision which is encouraging many individuals to benefit from both the schemes and become part of the tax net, besides assisting the government in raising the revenue.”

In a statement issued, President KCCI pointed out that as per figures appearing in numerous media reports, more than Rs100 billion were added to the national exchequer by June 30, 2018 and this figure was expected to rise further keeping in view the massive interest being shown in both schemes. “Some ambiguities were created during the course however, the Karachi Chamber promptly urged the authorities to come up with clarities which was wisely done that resulted in attracting the interest of thousands of Pakistanis living in and outside Pakistan”, he added.

He was fairly optimistic that the schemes will help government in bringing undocumented persons, assets and income into the documented sector. The schemes have the potential to bring in macroeconomic and fiscal stability in the economy. Muffasar Malik stated that these schemes offer a lucrative opportunity to legalize undeclared assets by paying a nominal tax amount which is particularly beneficial in case of Pakistan where volatile policies, changing regimes and political uncertainties have created many gaps.

“Since amnesty schemes tend to generate tax revenue for the national exchequer without adding any burden on the existing tax payers, it creates a win-win situation for all the stakeholders. It also reduces the need of taking more debt to fund the budget deficit which is also an indirect burden on the genuine tax payers as their money is utilized on debt servicing more rather than on their welfare and development spending”, he added.

Meanwhile, Muffasar Malik also advised the government to formulate practical policies to increase the tax net and catch tax evaders in order to strengthen the country’s economy. The loyal taxpayers are being overburdened every year to achieve the revenue targets where those outside the tax net continue to enjoy all the luxuries of life without contributing a single rupee to the national exchequer, he opined, adding that FBR has been claiming of having details of all such tax evaders since many years but unfortunately no action has been taken so far to strictly deal with them. He suggested that the existing bracket of 30 to 35 percent tax rate has to be brought down to 10 percent, which, if done, would cause a taxpayers windfall and help in documenting the economy.
