Ministry of Finance and State Bank of Pakistan introduce risk-sharing mechanism to support bank lending to SMEs and small businesses to avail SBP’s Refinance Facility to Support Employment

Karachi, May 06, 2020 (PPI-OT): Taking cognizance of the SMEs finding difficulties in arranging adequate collateral and banks’ risk averseness in taking exposures for such lending under the SBPs Refinance Scheme to Support Employment and Prevent Layoff of Workers, Ministry of Finance has stepped forward to shoulder risk sharing with banks.

Accordingly, the Federal Government has allocated Rs30 billion under a credit risk sharing facility for the banks spread over four years to share the burden of losses due to any bad loans in future. Under this risk sharing arrangement, Federal Government will bear 40% first loss on principal portion of disbursed loan portfolio of the banks. This facility will incentivize banks to extend loans to collateral deficient SMEs and small corporates with sales turnover of upto Rs2 billion to avail financing under SBP refinance scheme.

Under the SBP’s Refinance Scheme to Support Employment and Prevent Layoff of Workers due to the impact of COVID-19, businesses that commit to not lay off workers in the next three months can avail credit through banks for the three months of wages and salaries expenses at a concessional markup rate.

The risk-sharing mechanism being introduced today, that is expected to increase the banks’ incentive to lend to SMEs and small corporate under this scheme, was developed on the basis of feedback received from relevant stakeholders and in collaboration between MOF and SBP. Ministry of Finance’s swift approval of the subsidy to provide risk coverage to banks has made it possible for the SBP to launch this credit risk sharing facility for which relevant circular has been issued today. SBP will continue to monitor the implementation of the scheme.

Microfinance industry needs to strengthen resilience and risk management: Aamir Khan

Islamabad, May 06, 2020 (PPI-OT): SECP Chairman, Aamir Khan emphasized that in these challenging times the development of microfinance industry depends upon the resilience and risk management, achieved through quintessential pillars of liquidity-tapped through private capital and technology embracement. Khan was addressing the Non-Bank Microfinance Companies Stakeholders Forum organized by SECP to devise a way forward and collaborate strategic response to cope the challenges posed by COVID-19 pandemic and ensuing lockdowns. The SECP Chairman Amir Khan, along with Commissioner Specialized Companies Division, Farrukh Sabzwari chaired the session.

Representatives of Pakistan Microfinance Network (PMN), State Bank of Pakistan (SBP), National Bank of Pakistan (NBP), Pakistan Poverty Alleviation Fund (PPAF), Pakistan Microfinance Investment Company Limited (PMIC), Karandaaz Pakistan and multilateral donor agencies including the World Bank, International Finance Corporation (IFC) and Department for International Development (DFID) attended the session. The Chairman SECP advised NBMFCs to go far product diversification to insurance solutions and saving products and build capacity of their workforce to attain business development and operational efficiency. He endorsed formation of a working group consisting of nominees from SECP, PMN, PMIC and NBMFCs to further analyze the situation.

The working group will also take up the matters with relevant forums including ministry of finance, SBP and multilateral donor agencies for possible solutions. Khan expressed SECP’s firm commitment to providing all possible support to industry not only during the current pandemic times but also in developing the industry on a strong footing. SECP Commissioner, Sabzwari highlighted the measures taken by SECP to provide relief and flexibility to the NBMFCs and their wholesale lender in managing funding requirements.

He also talked about SECP’s advice to NBMFCs to defer and reschedule borrower loans. Participants acknowledged SECP’s timely intervention to provide regulatory relief to NBMFCs in managing their credit lines and funding requirements. However, industry representatives expressed their concerns on potential defaults by borrower and liquidity crunch that may lead to capital crisis in the industry. They raised the need of new money injection into the industry through collaborative efforts of microfinance regulators and the government. Representatives of international donor agencies attending the Forum expressed their resolve to extend fullest possible support to Pakistan’s microfinance sector.

Meeting regarding Pakistan Covid-19 Urban Response Programme held

Islamabad, May 06, 2020 (PPI-OT): Advisor to PM on Climate Change Malik Amin Aslam chaired a meeting regarding Pakistan Covid-19 Urban Response Programme (PCUSRP) held here in the committee room of Ministry of Climate Change (Mocc). Secretary of Mocc and representatives of Mocc, UN-Habitat, National Cleaner Production Centre and Shehrsaaz were also present in the meeting. Mr. Javed representatives of UN-Habitat briefed the Advisor about the Pakistan Covid-19 Urban Slums response Programme (PCUSRP) under UN Habitat Response Plan aimed at to empower the local community by initiating income generation opportunities specially created for women through production of masks and gloves, installation of communal hand washing facilities, sanitizer provision and daily spraying disinfectant in the community.

The pilot program will continue from 10th of May 2020 to 30th of June 2020. Malik Amin Aslam vowed to support the project and highlighted that this project is very closely linked with the MoCC’s response of Covid-19. The Advisor appreciated their efforts for making the public aware about the precautionary measures against the Covid-19.

The project comprises three thematic areas -1) Tree plantation, 2) Urban solid, liquid and hazard waste management, and 3) livelihood, he added. Matters pertaining to hazardous waste management and mechanism, tree plantation at Soan River and Nullah Lai, Urban waste management with Water, Sanitation and Hygiene (WASH) components also came under discussion during the meeting.

Human Rights Minister congratulates Kashmiri photo journalists on winning Pulitzer prize

Federal Minister of Human Rights Dr. Shireen Mazari said in her tweet that it’s an Amazing work in the most difficult and dangerous location of Indian Occupied Kashmir Congratulations to them. Three photojournalists from Jammu and Kashmir have been awarded the 2020 Pulitzer Prize for their “striking images of life” in the valley.

Top HM commander Riyaz Naikoo martyred in IOK

Srinagar, May 06, 2020 (PPI-OT): In occupied Kashmir, the chief commander of Hizbul Mujahideen Riyaz Naikoo has been martyred along with his associate Aadil Ahmed during a cordon and search operation by Indian troops in Pulwama district, today. According to Kashmir Media Service, Riyaz Naikoo had taken over as the commander of Hizbul Mujahideen after popular young commander Burhan Wani was killed by Indian troops in a fake encounter in Kokarnag area of Islamabad district on July 8, 2016.

In the wake of the killing of Riyaz Naikoo and Aadil Ahmad, the authorities suspended mobile internet services in the entire occupied territory and imposed curfew-like restrictions. Earlier, the troops martyred another two youth in Sharshali area of the district raising the toll to four in one day. People took to the streets at different places in Pulwama district to protest the killing of Riyaz Naikoo and other youth. Many people were injured when the Indian troops and police resorted to brute force to quell the protests.

The All Parties Hurriyat Conference while paying tributes to Riyaz Niakoo and other martyrs in a statement issued in Srinagar, today, appealed people to come out in large numbers and offer funerals of the martyrs. The APHC also called for general strike in the occupied territory, tomorrow, against the killings. People have been asked to offer funeral prayers in absentia for the martyrs in their villages, hometowns and cities on Friday.
