Minister for Cooperation Jam Ikramullah Khan Dharejo describes progress and achievements of Cooperation Department
Karachi, February 16, 2018 (PPI-OT): The Minister for Cooperation Jam Ikramullah Khan Dharejo in a press conference regarding the progress of the Cooperation Department stated the following steps have been taken for the betterment of the people across the Sindh. The following achievements regarding Authenticated lists of registered Cooperative Societies has been prepared. We are also trying to complete the construction of Cooperative College, Hyderabad so that the officers/ officials and the managing committee of the cooperative societies could get training.
REMOVAL OF ADMINISTRATORS
We have made extraordinary efforts to return the societies back to elected managing committees. Prior to this, there was a practice of superseding the societies and appointing private persons as Administrators. This practice created lots of problems within the societies. We have put an end to this, there were 50 plus Administrators only in Karachi, most of them have been removed and the societies handed over to the managing committees through election process. Now only 10 to 12 administrators are working and very soon the election will be held in these societies.
We have also started awareness campaign through media for general public to expose fake managements so that innocent people may not be cheated.
We are also trying to streamline the working of all cooperative societies through annual audit. In this regard we have started the process of forensic audit, and during the course of this audit all the discrepancies committed by the societies will be brought to the limelight and action will be taken against the culprits accordingly. In order to start the forensic audit, we have invited all cooperative societies of Sindh in the Auditorium of Pakistan Museum at Karachi and the discussion with these societies went for six days.
CASES FORWARDED TO ANTI-CORRUPTION
We have also forwarded more than 15 cases of Cooperative Societies to the Chairman, Anti-Corruption Sindh which were involved in gross irregularities and misappropriation.
Department is facing around (300) Court cases. In order to reduce the number of these cases, we have submitted number of urgent applications to dispose of these cases and to conduct elections and complete inquiries in the larger interest of the department and members of the societies.
Computerization of entire record of housing societies has been initiated and in this regard the scheme has been prepared to computerize each dwelling units of al cooperative societies so as to avoid double or triple allotment and to reduce the large number of litigations and complaints which are continuously receiving in the department being aggrieved by the management of the societies.
AMENDMENT IN ACT
As the Cooperative Societies Act, 1925, Rules- 1927 are very old, therefore we have started the process of making certain amendments in the act and rules which will empower the department to regulate the working and affairs of the cooperative societies.
We are glad that the Honourable High Court and Supreme Court of Pakistan has upheld amendments in Section- 4aa of Cooperative Societies Rules, 1927 which will help us to stream line the working and affairs of Cooperative Societies, he concluded.
