Certificate Distribution Ceremony of 23rd Senior Management Course held at National Institute of Management Karachi
Karachi, June 13, 2018 (PPI-OT): The Certificate Distribution Ceremony of 23rd Senior Management Course is scheduled on 13th June, 2018 at NIM Karachi. Mohammad Zubair, Governor of Sindh speaking on the occasion said that it is an immense pleasure to attend the graduating ceremony of the 23rd SMC at National Institute of Management Karachi. Congratulating the officer, he said that this significant promotional course of their professional career. It will enable you to join higher echelons of policy and decision making tier of the Government at Federal and Provincial level.
He said that I trust that the NIM Faculty has employed all sources at its disposal to add value to your personal and professional abilities. I am also confident that the syllabus containing themes on public policy, management and research and analysis must have enabled you to better address the issues of “Good Governance” during your practical assignments.
Ladies and Gentlemen,
In my opinion, Government Service is more of a personal and voluntary commitment than a mundane occupation. A diligent government servant works to serve the people through formulating valuable public policies and effective implementation plans to improve public service delivery. This can’t be done without conviction. A public servant neither routinely switch jobs nor his dividends are as financially attractive as in the personal businesses or corporate sector despite having competitive academic and professional abilities.
In all societies, particularly, developing societies, civil servants play a pivotal and significant role in facilitating policy making process and evolving implementation mechanism to implement political vision and mandate of the Government in greater national and public interest. The job of the civil servants has never been the formulation of policy as it is the sole domain of the politicians having political mandate and elected positions.
The main function of civil service in any society is to implement the policies of the government with full commitment, devotion and professional ability. The basic idea behind the formation of bureaucratic structures was to provide the Government with an advisory and implementation apparatus which is academically sound, professionally competent and morally committed to serve the national and public interest and to implement and advance its political agenda.
Pakistani society, due to encountering unusual and peculiar circumstances in recent past, such as terrorism, law and order situation etc., has acquired serious dimensions of economic downfall and public disorder. Due to this transformation in society, our civil servants require even improved levels of professional competence, commitment, integrity and abilities.
In a nutshell, a professionally competent and fair-minded civil service successfully carrying out their political mandate is the only desirable option. I earnestly hope that the participants of 23rd SMC are already cognizant of the salient features of my discourse and this training may have further galvanized their professional abilities. I would also like to congratulate the NIM’s management, faculty and staff for their sincere efforts to make this undertaking a remarkable success.

I am personally thankful to you Sir, that you concurred to grace the occasion today at NIM Karachi in spite of your hectic schedule. It is indeed a matter of honour for this institute that the longest serving Governor of Sindh is the guest of honour.
The Senior Management Course at NIM-Karachi is conducted under the overall policy guidelines and supervision of the National School of Public Policy, an umbrella organization of the Government of Pakistan to guide and oversee public policy and capacity building programs for the civil servants at various levels of the government.
Ladies and Gentlemen,
The Senior Management Course, a mandatory requirement for promotion to Grade-20, is designed at focusing on the “Paradigm Shift” that is now so important in our policy and decision making hierarchy. This Paradigm Shift represents the change in nature of tasking from operational to strategic levels at the Grade – 20 positions and beyond, which remains under serious scrutiny and oversight from the highest levels of the Government.
Evidently, the Paradigm Shift required an altogether different vision, knowledge and skill sets. The Mid Career Management Course is, therefore, aimed at training various modules that enhance the capacity of the prospective BS-19 officers likely to be promoted in Grade – 20. Pakistan is passing through a very defining phase of its history. In such a situation, the Civil Servants of Pakistan are required to work under challenging conditions.
After the passage of 18th amendment, professional burden on the civil service of provinces has tremendously been increased. NSPP and NIM both undertake to share the capacity building responsibility of these civil servants with the help of provincial government in national interest.
In general, the modules for SMC are designed to incorporate all essential themes and topics necessary for value addition as well as recent developments in the areas of national and international affairs. It also essentially includes special communication skills in written, verbal, conversational and presentational discussions.
Your honour would appreciate that the capacity building of the senior civil servants is a serious and challenging task which not only requires adequately qualified and experienced faculty but sufficient material and logistic resources for smooth and meaningful conduct of the training. Therefore, Sir, ownership of thisinstitution is essential towards meeting this objective. Your presence here today is indeed a testimony.We hope that this shall continue to grow.
