Rawalpindi, February 06, 2014 (PPI-OT): The decision of the Islamabad High Court (IHC) to keep all the CNG stations open for three days a week in twin cities has proved that stance of the All Pakistan CNG Association (APCNGA) was correct and justified.
Landmark decision on a case filed last year will help many to get jobs, improve transportation and budget of middle-class while helping hundreds to CNG operators avoid bankruptcy, said Ghiyas Abdullah Paracha, Chairman Supreme Council APCNGA.
He said that the IHC has declared gas provision priority list amended by the former government illegal and that SNGPL has no right to take decision about CNG outlets therefore all the CNG stations across Pakistan must be reopened immediately.
In a statement issued here today, he said that those elements in the former regime who changed the gas priority list unlawfully to help few influential should be brought to book as their steps aimed at personal welfare made live of millions a living hell.
Ghiyas Paracha said that the ECC of the former administration changed the gas priority list which resulted in losses of tens of billions to the government under the heads of gas wastage, tax collection and petrol import bill pushing millions to use costly fuel misbalancing household budgets.
The leader of the CNG sector said that government has inked contracts of 12 month supply of natural gas to CNG sector and domestic consumers as they don’t have any alterative while other sectors having substitutes are bound in 9-month contracts.
But, he said, those having alternatives continue to get uninterrupted supply which CNG sector is subjected to discrimination since the former government came to power which is amazing.
Decisions regarding CNG sector are blatant violation of clause 35 of the agreement between Ogra and gas utilities which clearly states domestic consumers and CNG sector have a priority over all others, he informed. Paracha said that tariff of CNG sector stands at Rs 656 per mmbtu while others are paying Rs 486.
Likewise CNG sector pays Rs 263 as GIDC per mmbtu while other sectors pay Rs 50. Preferring low revenue generating sectors over CNG has resulted in colossal losses to gas distribution companies, he informed. He said that APCNGA is working with the government to find long-term solutions to the gas and CNG crisis.
