Korean delegation held Policy Dialogue on Knowledge Sharing Programme with Pakistani officials

Islamabad, February 28, 2013 (PPI-OT): The Korean delegation of Knowledge Sharing Programme (KSP) Project led by H.E. Shin Un, former Korean Ambassador, visited Pakistan from 25-27 February, 2013 and held a High-level Policy Dialogue on the KSP Program and the Final Reporting Seminar with Pakistani Government officials on the four subjects of KSP research in 2012.

The KSP Program aims to offer viable policy alternatives on specified subjects of policy and development issues by carrying out joint surveys and researches, and to further cooperation by engaging experts of both South Korea and Partnering Countries.

The Program is a demand-driven and performance-oriented comprehensive consultation designed to assist Partner Countries in key policy areas by sharing Korea’s development knowledge and experience. Since its initiation in 2004 by the Korean government (the Ministry of Strategy and Finance), KSP has consistently acted as a framework through which Korea cooperated with partner countries to seek the most favorable policy options to overcome barriers to development.

The KSP Program with Pakistan began mid 2012 by carrying out a joint research survey on the four selected subjects which reflects some of the immediate requirement of the new development paradigm prescribed on the VISION 2030 and the Framework for Economic Growth. The subjects are as follows:

(i) Creating Space for Urban Micro Enterprises;

(ii) Strengthening Planning, Monitoring and Evaluation in the MOI;

(iii) Improving Energy Efficiency in Textile Industry;

(iv) Enhancing the Quality and Access of Higher Education

The Korean KSP delegation met Hon. Mr. Haseeb Athar, Additional Secretary, Economic Affairs Division and debriefed the major findings and policy recommendations elaborated in the course of joint research between Korean experts and Pakistani counterpart researchers for the last six months.

The policy dialogue held between the high-level policy practitioners of the Pakistani government and the member of the KSP delegation by Senior Advisor. The Korean experts made presentations on the main results of the research, especially the policy recommendation.

The both parties recognized that KSP project could be able to contribute to realize the Vision which aims to advance knowledge economy, human resources development, and improvement of energy efficiency with intensified role of city as a growth engine of national economy.

The dialogue shared common understanding that both sides will keep continuing dialogue for putting the policy recommendations into practice, and further to advance the KSP Program with Pakistan in the coming years.

On the final day, an open reporting seminar was held at the Office of Higher Education Commission to share the research outcome and discuss for future activities. Presentations were made by the Korean experts and Pakistani joint researchers on each subject of joint research. Comments and suggestions from the floor of various stakeholders will be fed into the final report.
