Jeddah, - Secretary General of the Organization of Islamic Cooperation (OIC) Dr. Yousef A. Al-Othaimeen called on the OIC Member States, their relevant institutions, and civil society organizations to intensify efforts and step up attention to and support for the rights of people with special needs in various fields of education, rehabilitation, sports and community integration, as well as to identify the major barriers facing them in their daily life and the ways to address them, and to eliminate obstacles to their integration into their societies.

This call by the Secretary General comes as part of the international community's celebration of the International Day of Persons with Disabilities on December 3, which started in 1992 with a view to providing full support to people with special needs, protecting their rights, and dignity and ensuring their participation in the design, development and implementation of policies and programs for persons with disabilities, especially in the areas of education, vocational training and employment.

Aware of the importance of welfare and social security for people with special needs, the 42nd Session of the Council of Foreign Ministers (CFM), held in Kuwait in May 2015, adopted a resolution urging Member States and OIC institutions to promote the participation of persons with disabilities in the development of Member States and to continue to improve the opportunities of funding their programs and various social services provided to them.

The resolution also urged the OIC General Secretariat to develop a policy document on people with special needs, in coordination with relevant OIC institutions. The General Secretariat will review issues related to people with special needs as part of the topics to be discussed at the First Islamic Ministerial Conference of Ministers of Social Development in the Islamic World due to be held in Turkey in 2019.
