More expected from Grade-20 civil servants, says Ebad

Karachi, August 04, 2013 (PPI-OT): The Senior Management Course (SMC) is a significant training activity, which certainly enables all participants to work with greater efficiency at the highest echelons of the federal and provincial government, stated Sindh Governor Dr Ishrat Ul Ebad Khan, while addressing the graduation ceremony of the 13th Senior Management Course (SMC), held at the Governor House.

Congratulating the graduating batch, Ebad said that the participants’ personal and professional abilities are sure to have been honed by the NIM faculty and resources.

“I am certain that the syllabus, which comprises of themes on public policy, management, research and analysis, would have boosted the participants’ abilities to address issues of good governance,” he said.

Dr Ebad added that the historic 18th Amendment has increased the burden on civil servants, particularly those serving at the provincial level. “The capacity-building training for potential Grade-20 officers is a specialised undertaking, due to the nature of senior level government responsibilities. In reality, a promotion to Grade-20 harbours a marked increase in the professional abilities and responsibilities of a government officer,” he said.

“The objective of the SMC, therefore, is to prepare competent professional civil servants, capable of making positive contributions at the federal and provincial level,” said Ebad. The governor said he was hopeful that the participants of the13th SMC would already be cognizant of their expected capacity and conduct as senior civil servants.

Dr Ebad concluded by stating that the government service is a voluntary commitment, which cannot be done justice to without personal conviction. “A diligent government servant works to serve the people through policy formulation and its effective implementation, all of which is aimed at improving public service delivery,” he stated.
