Bilawal says Federal government denied right of smaller provinces, particularly of Sindh

Tharparkar, April 11, 2018 (PPI-OT): PPP Chairman Bilawal Bhutto Zardari has said that the federal government has usurped the rights of smaller provinces, particularly of Sindh and denied to give it it’s their due share in NFC and other resources. This he said while addressing a programme organized to launch housing scheme at Sehryo for the affected people of Thar Coalfield at Block-II at Sehryo village.

He said that his mother, Shaheed Mohtarma Bhutto had dreamed to develop Thar through its black gold [The coal]. He added that the Sindh government has inherited the concept of Public Private Partnership from our Quaid Shaheed Mohtarma Benazir Bhutto which had been the manifesto of the party during 1990s. He said Thar has, of course changed- and now it is going to change Pakistan by meeting all its energy shortfall and to export surplus energy to be produced from coal-based power projects.

Bilawal Bhutto said that coal mining and coal-based power generation is a revolution, it a revolution of prosperity and development. It becomes the responsibility of Pakistan government to trickle down the benefits of the projects being launched under CPEC such as Coal-based power plant in Thar. He said that Sindh-Engro has made a successful bio-saline agriculture under which vegetables are grown. Today I have not only seen bio-saline vegetable farm today but had me in lunch also. Now, fish farming is taking place in Thar, it is a revolution.

Chairman said that Thar development has introduced promotion of local employment. I have invited Imran Khan to contest election from Karachi and we would defeat him. Replying to a question, he said that ion the forth coming election PPP would return with majority of seats. He said Karachi was the capital of Sindh and “He are developing this city,” he said. He added that Karachi is still being ruled by a local party through KMC but they are fighting with each other. Neither they are working nor allowing others to work- this is unfortunate.

Bilawal Bhutto Zardari urged people of Karachi to vote PPP to power on the forth coming general election. The chairman to another question assured people of Thar that the royalty of Thar coal power plant and coal of Thar would be spent on the development Thar. He said that Sindh government has started generating more gas-based 100 MW electricity and also generating wind and solar energy.

Replying to a question, he said that Makhdoom Amin Fahim was senior most and respected leader in the party. Makhdoom Saeeduzzaman being misquoted and he has no complaint against the party his complaints might be against some MPAs. To a question, the chairman said that the federal government was not giving due to rights to Sindh government. He said that they are not fixing tariff for power projects, they are not giving NFC and they are not giving due share in water. “Nawaz Sharif has remained prime minister of only Lahore not of Pakistan,” he concluded.

Program at Sehri Village:

A programme to hand over keys of houses built for the affected villagers of Thar Coalfield Block-II at Sehri village was organized at Sehri village. Chairman PPP Bilawal Bhutto Zardari presides over the programme while Chief Minister Syed Murad Ali Shah was the chief guest. CEO of SECMC and Chairman Thar Foundation Shamsuddin Shaikh hosted the programme.

The chief minister briefing the Chairman PPP said that the Sindh government has established Thar Foundation in Partnership of SECMC. The foundation would work in health and education sectors and also fill the development gaps in different sectors. Murad Ali Shah in his speech said that had the power projects and Thar coal mining had not been wound up Thar would have changed Pakistan about 19 years ago. “No issue- we are trying to overcome late,” he said.

Thar foundation runs nine school in Thar Coal Field Block-II and they also mange some schools in the area of Gorano. It also runs some health facilities, including Thar Foundation Hospital, Islamkot. The hospital being funded by Sindh government and it would be a 80-beded facility which would be upgraded upto 200 beds. The hospital would start functioning in 2019.

The SECMS and Thar Foundation have established a village Sehri for the affectees of Thar Coalfiled Block-II. The village has 172 housing units and most of them have been completed. PPP Chairman Bilawal Bhutto Zardari in a ceremony at Sehri village handed over the key of a house to Ghulam Mustafa son of Ahsan Dars, the affectee of Thar Block-II. The Chairman also visited TCF School established at Sehri village. The school would start from primary level and would be upgraded to the secondary level. Thar Foundation schools have ensured extracurricular activities. It teaches best curricular.

In the programme the children of Thar Foundation School demonstrated Karate skills before the Chairman PPP Bilawal Bhutto, Chief Minister Syed Murad Ali Shah, provincial minister and elected representatives and distinguished guests. The girl students presented tables on Thari songs. In the programme SECMC showed a documentary with the theme `Thar badlega Pakistan’ – Thar to change Pakistan. On the occasion Shahid Afridi Foundation announced to establish a hospital in Thar.

Shahid Afridi Speaks, Contributes RS100M:

Shahid Afridi also spoke on the occasion. In his speech said like his cricket inning he would not take time of the people sitting in the programme. He congratulated PPP chief and the chief minister for constructing Thar Airport and carrying development works. He said Bilawal Bhutto is son of legendary leaders Shaheed Benazir Bhutto who laid her life for this country.

Therefore, people of Pakistan have great hopes in him [Bilawal Bhutto]. Mr Shahid Afridi presented Sindh Chief Minister Syed Murad Ali, Executive Director NICVD Dr Nadeem Qamar SECMC Samsuddin Shaikh a cheque of Rs100 million for construction of a hospital in Thar. Shahid Afridi in his concluding remarks said ‘now children of Thar would play cricket’. “I will play [cricket] with you.

Earlier, Chairman Pakistan Peoples Party Bilawal Bhutto Zardari made inaugural landing at Mai Bakhtawar Airport, Tharparkar constructed for Rs2.2 billion to facilitate international investors. He was received at the airport by Chief Minister Sindh Syed Murad Ali Shah along with his some cabinet members, including Nisar Khuhro, Nasir Shah, Dr Khatu Mal, Senator Krishna Kumari, MPA Dr Mahesh, and local leaders received him.

It may be noted that the Thar Airport has been named after Mai Bakhtawar, the first woman peasants leader who fought for the rights haris. Her struggle started in 1898 and she had convened first Hari conference in Thar in June 20, 1947 to give voice to the Hari and highlight their miseries. Just after two days to her conference a local landlord shot dead her long. The airport has been dedicated with her name Mai Bakhtawar, the icon of women struggle for the rights of Haris.

The chief minister visited the PPP chairman different parts of the airport which has been equipped with necessary equipments and latest facilities. At the VIP lounge, the chief minister briefed the chairman about the development endeavour of his government.

The chief minister said that in the health sector major efforts has been made to provide local community with health facilities at their nearest point. He added d that the RHC have been upgraded to the level of Taluka Headquarter Hospitals (THQs) against Rs292.4 million. In Islamkot Rural Health Centres have been upgraded to the level of Basic health Units. The schemes was completed for Rs120 million.

Murad Shah told the chairman that the Public Health engineering department has completed construction of RO plant tanks/reservoirs and has also laid water supply lines at Mithi for Rs485 million. The water supply lines are proper providing water to the people of entire Mithi. The people mostly womenfolk fetch water from RO plants to their nearby villages. The water is supply free of cost.

Talking about Mai Bakhtawar Airport, the chief minister said that its planning, designing and construction of the airport has cost over Rs2.2 billion. This is the first ever airport, the provincial government has constructed from its expenditures. This would prove to be revolutionary facility in terms of arrival and departure of international investors in coal mining and power projects.

The chief minister said that in order to provide best accommodation facility to the visiting investors a five-star level Thar Lodges have been constructed for S80 million. The lodges are properly maintained by Sindh Engro Coal Mining Company (SECMC), a partner of Sindh government in development in Thar.

He said that a six-km road from Islamkot to Thar Coalfield Block-V has been constructed for Rs202 million. Another two by-passes along with approaching road have been constructed from Islamkot to Jhangra and Thario Halepota to Jeando Dars for Rs424 million. Another schemes of 10-km road from Islamkot to Nangarparkar to Thar Coal Block-I has been completed for Rs764 million.

The rehabilitation of road from Thar airport to Islamkot has been completed for Rs1200 million. A 70-km road from Islamkot to Thar Coalfield Block-VIII, IX and X upto Nangarparkar Road has been completed for Rs6.5 billion. Another 10-km road from diplo –Islamkot to Kunri via Vehar of Taluka Diplo has been completed for Rs178 million.

CM Talks to Media:

Earlier, the chief minister talking to media said that the purpose of construction of airport is to provide landing facility to local and international investors. Thar airport is the part Thar Coal and its development. He said that Thar Coal project was originally conceived and launched by Shaheed Mohtarma Benazir Bhutto to generate cheap electricity in the country and provide employment opportunities by providing energy to industrial sector.

“But sorry to say some enemies of the country slashed the project under their political agenda and caused huge loss to the people of this country. “Today, the country has plunged into darkness and industrial units are operating on load-shedding,” he said and added carrying forward the agenda of Shaheed Benazir Bhutto “we are going to complete coal mining project and by 2019 coal-based power project would start generating 660 MW.

Replying to a question, the chief minister said that the people of Thar would get a substantial amount form the earning of Thar Coal Mining and power plants. “This would change the fate of people of this desert area,” he said. To another question, the chief minister said that over $1 billion has been invested on the development of Thar and coal mining project. “Due to growing employment opportunities prosperity is very much visible on the sand dunes of Thar,” he said and added now pacca houses in the shape of colonies are being built along the newly constructed roads.
