Qaim Ali Shah recommends Federal Government that provinces share from divisible pool be increased from 57.5percent to 60percent as committed in National Finance Commission award
Karachi, April 27, 2015 (PPI-OT): The Chief Minister Sindh Syed Qaim Ali Shah has recommended the Federal Government that provinces share from divisible pool progressively be increased from existing 57.5% to 60% as committed in existing N.F.C award. The Chief Minister Sindh said that Sindh was actively fighting with terrorism and recommended for providing additional share on account of war on terrorism as provided to KPK province in existing N.F.C award. This he recommended while presiding over consultative meeting for effectively presenting financial case of the Sindh in upcoming N.F.C award which was held at CM House Karachi today.
The meeting was attended by Sindh Minister for Finance Syed Murad Ali Shah, Adviser for N.F.C award Saleem Mandvi Wala, Chief Secretary Sindh Muhammad Siddique Memon, Secretary to CM Sindh Alamdin Bullo, Secretary Finance Sohail Rajput and all team members working on the next N.F.C award recommendations.
Responding the impression being generated by some circles about extension of present N.F.C award for one year, The Chief Minister Sindh said that the Sindh Government will oppose this proposal if raised in the meeting convened by Federal Minister Finance on April 28, 2015 (today). He said that Sindh need new NFC award as per its schedule.
He said that provinces are experiencing financial difficulties and added that N.F.C was the only instrumental sources to bring them out from such difficulties. He said that it was decided in the meeting of N.F.C award, that progressively share of provinces would be increased at least 1% annually consequently the present provincial share increased from 56% to 57.5% in current NFC Award but it must be increased upto 60% as per commitment of the Federal Government.
He said that we were fighting with terrorism since last three years with own resources, but Federal Government even did not paid its committed amount of Rs. 10 billion. However Sindh Government be provided additional share on account of war on terrorism from the divisible pool. The meeting also disagreed with the proposal of Federal Government for receiving share from province on account of its expenditures being made for Gilgit-Baltistan, FATA, Natural Disasters and terrorism.
On the contrary, meeting recommended for providing share to the Sindh province on account of war on terrorism. The Chief Minister Sindh said that it was because of N.F.C award that since last five year Sindh Government received Rs. 1228 billion under the current NFC Award, as compared to Rs. 396 billion in same period before N.F.C award. He said that our future lies on development, whereas the development depends upon the financial resources. He said that N.F.C was very much important for our future development.
The Chief Minister Sindh also asked the Sindh Team, also get the share for running the departments and vertical projects which have been devolved to the provinces under 18th amendment specially with reference to the Constitution of HEC by Sindh province. The meeting also discussed the existing sharing formula of divisible pool to provinces, status of straight transfer, present population, its density ratio, urban influx and proposed reforms in collection of GST on goods.
