Qaim Ali Shah for expeditious completion of all the ongoing development works under ADB funded programme

Karachi, February 20, 2014 (PPI-OT): The Chief Minister Sindh Syed Qaim Ali Shah has stressed upon the management concerned to expedite and complete all the ongoing works of water supply, solid waste and for having efficient sewerage system, taken into hand under Asian Development Bank (ADB) funded Sindh cities improvement programme (SCIP).

He said that this project was launched in 2009 with its estimated cast of $400 million including $ 100 million from Sindh Govt in seven cities of upper Sindh to provide basic facilities to the people and now it must be completed to trickle down its benefits to the citizen concerned.

This he observed while holding meeting with the delegation of Asian Development Bank (ADB) and the officers who are implementing SCIP project held at CM House last night. Addressing the meeting the Chief Minister Sindh Syed Qaim Ali Shah, said that the Sindh Govt had selected seven cities including Sukkur (New and Old), Khairpur, Rohri, Shikarpur, Larkana, Jacobabad and Ghotki in this important project to ensure atleast basic facilities of sanitation, sewerage and supply of potable drinking water to the inhabitants.

The Chief Minister Sindh said that though many sub projects of the targeted works are being implemented in these cities but the pace of these works was slow and not up to mark. The Chief Minister directed for expediting these works and completing the same within shortest possible time to restore the confidence of people.

While discussing about the modalities for implementation on the project efficiently he recommended that the Administrative and Technical works of the projects be bifurcate. He was of the view that local Administration can perform administrative work effectively because of having been familiar about the Psyche of the workers.

Whereas ADB management can perform Technical works effectively because of having technical expertise. The Chief Minister Sindh also directed for decentralization of the command and control of this project and assigned Deputy Commissioner of each concern district to run the project in competitive manner and added that the good achievements of the officers would be acknowledged and awarded.

The Chief Minister directed the officers for making provision of Land Fill sites outside the cities to ensure safe disposal of solid waste. He also directed the officers to ensure workable and efficient sewerage and water supply system and facilitate the people of the project areas.

While talking about the potential available with Sindh province for foreign investment, The Chief Minister Sindh said that Sindh Province was rich with fertile land for Agricultural, Mineral resources but experiencing energy shortage not only to meet day to day requirement but to exploit these reserves for the betterment of common man.

The Chief Minister Sindh said that Sindh Province has significance because of being gate way to enter in Pakistan move upwards and South Asia as well and added that any development and improvement in infrastructure would benefit the foreign investor’s simultaneously as well.

Appreciating the contribution of ADB for the extending financial Assistance in different development works specially of irrigation, agriculture and cities development, The Chief Minister Sindh Syed Qaim Ali Shah invited ADB authorities for making their investment in most favourest, and potential projects in Sindh which includes Karachi Mass Transit Project, Coal Based, solid waste based and wind based energy projects, improving capacity building in Agriculture sector etc.

He assured them that Sindh Govt to provide full support and even incentives to their supported companies. Talking on the occasion the Director CWUW, Asian Development Bank said that his organization has much contributed for the development and poverty elimination in the Pakistan and Sindh province.

Making reference of ADB contribution in other development projects, he expressed his interest in the participation in the mass transit programme at Karachi, City Development, Capacity Building of Institution and Infrastructure Development.

The Chief Minister Sindh offered full support and facilities to encourage their investment in the province which according to him would open the new avenue of prosperity. The Addition Chief Secretary development Wasim Ahmed , Secretary to CM Rai Sikandar , Project Director Pervaiz Ahmed Seehar and other officers from Sindh Govt were present on this occasion.
