‫کونٹور گلوبل نے اپنی ووروٹان ہائیڈروالیکٹرک تنصیبات کے لیے 195 ملین ڈالر کی طویل مدتی سرمایہ کاری حاصل کرلی

اس سرمایہ کاری میں 405 میگا واٹ کمپلیکس کو بہتر بنانے کے لیے51 ملین یورو کا قرض بھی شامل ہے

ویانا اور یریوان، آرمینیا، 2 فروری 2017ء / پی آر نیوز وائر / — کونٹور گلوبل نے اعلان کیا ہے کہ اس کے ماتحت ادارے کونٹور گلوبل ہائیڈرو کیسکیڈ سی جے ایس سی نے 29 دسمبر 2016ء کو قرض کی سہولت فراہم کرنے والے دو اداروں سے معاہدہ کیا ہے جو آرمینیائی کاروباری ادارے کے لیے تقریباً 200 ملین ڈالر کی طویل مدتی سرمایہ کاری فراہم کریں گے۔

اس ضمن میں 29 دسمبر 2016ء کو انٹرنیشنل فائنانس کارپوریشن (“آئی ایف سی”)، نیدرلینڈ کےترقیاتی بینک ایف ایم او اور ڈی ای جی جرمن انوسٹمنٹ اور ڈویلپمنٹ کارپوریشن کے ساتھ 140 ملین ڈالر کی طویل مدتی سرمایہ کاری کا معاہدہ طے پا گیا ہے۔ اس سے حاصل ہونے والی رقم سے سال 2015ء میں حکومتِ آرمینیا سے ووروٹان تنصیب کی خریداری کے وقت حاصل کیے گئے قرضوں کی فراہمی اور حصص مالکان کے قرضہ جات ادا کیے جائیں گے  نیز یہ حصص رکھنے والوں کو ابتدائی ادائیگی کے علاوہ کمپلیکس کی تعمیرِ نو پر بھی خرچ کی جائے گی۔قرضوں کی منتقلی میں 18 سال کی حتمی میعاد ہوگی اور آئی ایف سی شرحِ سود میں تبدیلی کی سہولت بھی فراہم کرے گا۔

اس سرمایہ کاری کے علاوہ جرمن ڈیولپمنٹ بینک کے ایف ڈبلیو کی جانب سے 51 ملین یورو کا قرضہ بھی حکومت آرمینیا کو ادا کیا جائے گا جو کہ کارخانے کو اپگریڈ کرنے اور الیکٹرو-میکینکل صلاحیت کو بہتر بنانے کے منصوبے کے لیے ادھار لیا گیا۔ 29 دسمبر 2016ء کو  ہی طے پانے والے اس معاملے کے تحت یہ قرض 2025ء تا 2050ء کی مدت میں کئی اقساط کے ساتھ میعاد کا حامل ہے اور اسے بھی بہتری کے کاموں کے لیے استعمال کیا جائے گا۔ بہتری کے منصوبے کے نتیجے میں ووروٹان تنصیب کی تین شاخوں تاتیو، شامب اور اسپینڈریان ہائیڈرو پاور پلانٹس کے پرانے ساز و سامان کی جگہ نئے ٹربائنز، جنریٹرز، ٹرانسفارمرز اور دیگر برقی اور مکینکی آلات لگائے جائیں گے۔ اس سے وہاں انجام دیے جانے والے کاموں کی حفاظت اور پائیداری میں بہتری، کارخانوں کے قابل استعمال رہنے کی معیاد میں اضافہ اور آبشاروں کی دستیابی کو بڑھانے میں مددگار ملے گی۔ تزئین نو کا یہ منصوبہ سال 2021ء  میں مکمل ہوگا۔

ووروٹان  تین ہائیڈروالیکٹرک پاور پلانٹس پر مشتمل ہے جو  جنوبی آرمینیا میں دریائے ووروٹان  کے مقام پر 405 میگا واٹ  توانائی پیدا کرتے ہیں۔ یہ تنصیبات جولائی 2015ء میں کونٹور گلوبل  نے خرید لی تھیں جبکہ آئی ایف سی اس منصوبے میں 20 فیصد حصص رکھتا ہے۔

ContourGlobal and Lending Group Accept Prestigious Award for KivuWatt Project Financing

ContourGlobal announced today that it has been awarded the 2011 Africa Power Deal of the Year by Euromoney’s Project Finance magazine for its $142 million KivuWatt project, which was signed in August 2011 and reached financial closing in December 2011. Representatives from ContourGlobal and the KivuWatt lending group accepted the award on behalf of the project at the annual Euromoney Project Finance Awards dinner in London on February 9, 2012. The award was published yesterday in the February 2012 issue of Euromoney Project Finance magazine.

The KivuWatt lending group includes the Emerging Africa Infrastructure Fund (EAIF), Netherlands Development Finance Company (FMO), the African Development Bank, and Belgian Investment Company for Developing Countries NV/SA (BIO). This award represents the third consecutive African Power Deal of the Year prize for ContourGlobal.

Located at Lake Kivu in Rwanda, the KivuWatt project is an integrated methane gas extraction and production facility and associated 25 MW power plant. When completed later this year, the project will raise and process methane gas trapped deep in the waters of Lake Kivu for use as fuel to generate critically needed electricity for the people of Rwanda, while simultaneously safely removing harmful lake gases. KivuWatt greatly mitigates the environmental hazards associated with the natural release of these gases, reducing the risk to the two million people who live around the lake. Phase I of the project will cost approximately $142 million to complete of which $91.25 million was financed by the lending group. The effort represents the first large-scale use of the gas and will be followed by three more phases reaching 100 MW.

This award recognizes the groundbreaking nature of the KivuWatt project and the commitment and hard work of the financing team, including Norton Rose and Clifford Chance, who produced an innovative financing that will enable a safe, low cost, and environmentally friendly source of power generation.

کونٹور گلوبل نے آج اعلان کیا ہے کہ اس نے کیبویے، روانڈا میں جھیل کیوو سے میتھین گیس کے اخراج اور 25 میگاواٹ کے پاور پلانٹ کی پیداواری تنصیب کے لیے ادارے کے کیووواٹ منصوبے کے لیے ایمرجنگ افریقہ انفرااسٹرکچر فنڈ، نیدرلینڈز ڈیولپمنٹ فنانس کمپنی (ایف ایم او)، افریقن ڈیولپمنٹ بینک، بیلجین انوسٹمنٹ کمپنی فار ڈیولپنگ کنٹریز این وی/ایس اے (بی آئی او) کے ساتھ 91.25 ملین ڈالرز کے قرضے کے معاہدے پر دستخط کر دیے ہیں۔ مشترکہ پروجیکٹ جھیل کیوو کی تہہ میں موجود خطرناک میتھین گیس کو نکالے گا اور اس پر عمل کاری کرے گا تاکہ انتہائی ضروری بجلی کو روانڈا کی انرجی، واٹر اینڈ سینی ٹیشن اتھارٹی (EWSA) کو فروخت کیا جائے۔ ای ڈبلیو ایس اے روانڈ  کا بجلی کا قومی ادارہ ہے، جہاں اس وقت ملک کی بیشتر آبادی بجلی تک رسائی نہیں رکھتی۔

قرضہ جات کے معاہدے پر دستخط آج کیووواٹ کی پروجیکٹ سائٹ پر ہوئے،، جہاں نکالی گئی گیس کو محفوظ کرنے والے 750 ٹن کے بحری جہاز اور پاور  پلانٹ کے سنگ بنیاد کا جشن بھی منایا گیا۔ تقریب مین کونٹور گلوبل، قرضہ دینے والے اداروں، منصوبے کے ٹھیکیدار بشمول فن لینڈ کے وارٹسیلا بھی شامل تھے جو بجلی پیدا کرنے والے انجن تیار کرے گا اور پاور پلانٹ تعمیر کرے گا۔ شرکاء میں روانڈ کی ممتاز شخصیات بھی تھی جن میں کارونگی کے میئر کایومبا برنارڈ، روانڈا کے مربی صوبے کے گورنر سیلسٹن کاباہیزی اور روانڈا کے وزیر برائے توانائی و آب کولیتھا روہامیا شامل تھے۔ اس موقع پر روانڈا میں غیر ملکی سفارت خانوں کے نمائندے بھی موجود تھے جن میں کیگالی میں امریکی سفارت خانے کی چارج ڈی افیئرز اینی کیپسر اور روانڈا میں ولندیزی سفارت خانے کے سفیر فرانس ماکن نے شامل تھے۔

اس مقامی ایندھن کو نکال کے، جو جھیل کیوو کے گہرے پانی میں شامل زیر آب میتھین پر مشتمل ہے، کیوو واٹ پروجیکٹ روانڈا کی تیزی سے ابھرتی ہوئی معیشت کو چلانے کے لیے درکار بجلی کے اخراجات کو کافی کم کرے گا۔ یہ ملک میں گیس کے بڑے پیمانے پر پہلے استعمال کا بھی نمائندہ ہوگا،جس کا اخراج جھیل میں سے گیسوں کے اخراج کے قدرتی عمل سے ماحول کو درپیش خطرات کو بھی کم کرے گا اور ساتھ ساتھ بجلی کی پیداوار کا ماحول دوست ذریعہ بھی فراہم کرے گا۔

25 میگاواٹ کا یہ پاور پلانٹ کیووواٹ منصوبے کا پہلا مرحلہ ہے، جو بین الاقوامی ترقیاتی کمیونٹی کی جانب سے زبردست مدد سپورٹ حاصل کر چکا ہے، جس کا اظہار آج کے قرضہ جاتی معاہدے پر دستخط کے ساتھ ساتھ مئی 2011ء میں ورلڈ بینک گروپ کی ملٹی لیٹرل انوسٹمنٹ ایجنسی کے ساتھ پولیٹکل رسک انشورنس پالیسی پر عملدرآمد بھی ہے۔ پہلا مرحلہ، جس کی تکمیل پر تقریباً 142 ملین ڈالرز کے اخراجات ہوں گے، میں وسیع ماحولیاتی تحقیق اور اجازت کی سرگرمیاں بھی شامل ہیں، جو سب کی سب عالمی بینک کے سخت معیارات کے مطابق ہوں گی، اور اس کے بعد تین مزید مرحلے ہوں گے جن کے نتیجے میں کل پیداوار 100 میگاواٹ تک جا پہنچے گی۔

اےایف ڈی بی کے روانڈا میں ریزیڈنٹ نمائندے نیگاتو میکونن نے کہا کہ افریقی ترقیاتی بینک اس سودے بازی میں شمولیت پر فخر محسوس کرتے ہیں۔ جناب میکونن نے زور دیا کہ “کیووواٹ پروجیکٹ بجلی کی سستی فراہمی میں بہتر بھروسہ مندی دے گا جو روانڈا میں دیہی آبادی اور کاروباری اداروں کے لیے بجلی تک رسائی میں اضافہ کرے گی۔”

ای اے آئی ایف کے چیئرمین ٹونی لی نے کہا کہ “کیووواٹ پروجیکٹ بجلی کی پیداوار کی تاریخ کے جدید ترین منصوبوں میں سے ایک ہے۔ ای اے آئی ایف خوش ہےکہ قرضے کے ذریعے سرمایہ فراہم کرنے میں اس کا کردار جھیل کیوو میں گیس کے قابل تجدید ذخائر کو نکالنا ممکن بنائے گی جس سے روانڈا اور وہاں کے باشندوں کو فائدہ ہوگا۔”

ContourGlobal Signs Loan Agreement for Phase I of the KivuWatt Electricity Project in Rwanda, Celebrates Important Construction Milestones

ContourGlobal announced today that it has signed agreements for a loan facility of $91.25 million with the Emerging Africa Infrastructure Fund, Netherlands Development Finance Company (FMO), the African Development Bank, and Belgian Investment Company for Developing Countries NV/SA (BIO) to support completion of Phase I of the company’s KivuWatt project, an integrated methane gas extraction and production facility and associated 25 MW power plant located on Lake Kivu in Kibuye, Rwanda. The combined project will remove and process otherwise hazardous methane gas trapped in the waters of Lake Kivu for use as fuel to generate critically needed electricity for sale to Rwanda’s Energy, Water and Sanitation Authority (EWSA). EWSA is the national power utility of Rwanda, where the vast majority of the population does not currently have access to electricity.

The signing of the loan agreements took place at today’s ceremony at the KivuWatt project site, which also celebrated the launching of the 750 ton barge that will house the gas extraction facility and the groundbreaking for the power plant. The event was attended by representatives of ContourGlobal, the lending institutions, and the project’s contractors, including Wartsila of Finland, which will manufacture the electricity generating engines and construct the power plant. Attendees also included numerous Rwandan dignitaries, among them Kayumba Bernard, Mayor of Karongi, Celestin Kabahizi, Governor of Rwanda’s Western Province, and Coletha Ruhamya, Rwandan Minister of Energy and Water. Representatives from foreign embassies to Rwanda were also present, including Anne Capser, Charge d’Affairs, United States Embassy Kigali, and Ambassador from the Royal Netherlands Embassy to Rwanda, Frans Makken.

By tapping the indigenous fuel, which is comprised of sub-surface methane dissolved in Lake Kivu’s deep water, the KivuWatt project will significantly lower the cost of electricity necessary to drive Rwanda’s fast growing economy. It will also represent the first large scale use of the gas, the extraction of which will greatly mitigate the environmental hazards associated with a natural release of the lake gases as well as provide an environmentally friendly and sustainable source of power generation.

This 25 MW represents Phase I of the KivuWatt project, which has enjoyed extremely strong support from the international development community, as demonstrated by today’s loan agreement signing as well as the May 2011 execution of a political risk insurance policy with the Multilateral Investment Guaranty Agency of the World Bank Group. Phase I, which will cost approximately $142 million to complete, has also engaged in extensive environmental studies and permitting activities, all in accordance with stringent World Bank standards, and will be followed by three more phases to ultimately reach 100 MW.

کونٹور گلوبل نے آج اعلان کیا ہے کہ ملٹی لیٹرل انوسٹمنٹ گارنٹی ایجنسی (MIGA) نے ادارے کے 142 ملین ڈالرز کے کیوو واٹ پروجیکٹ کی مدد کے لیے سرمایہ کاری کی ضمانت جاری کر دی ہے، جو کیبویے، روانڈا میں واقع جھیل کیوو سے میتھین کے اخراج اور پیداواری تنصیب اور 25 میگاواٹ کے پاور پلانٹ کے لیے قائم کیا گیا ہے۔ یہ مشترکہ منصوبہ جھیل کیوو کے پانی میں موجود خطرناک سمجھی جانے والی میتھین گیس کو نکالے گا، اور اس گیس کو عمل سے گزارنے کے بعد بطور ایندھن استعمال کرتے ہوئے روانڈا کے لیے انتہائی ضروری بجلی پیدا کرے گا، جہاں عوام کی اکثریت اب بھی بجلی تک رسائی نہیں رکھتی۔

کیووواٹ منصوبہ اس وقت کیبویے، روانڈا میں زیر تعمیر ہے جہاں گیس کو کشید کرنے کی تنصیب کو جھیل میں لانے کا عمل تقریبا مکمل ہے اور ممکنہ طور پر جون 2011ء کے اوائل میں اس کا اجراء کر دیا جائے گا۔ فن لینڈ کا ادارہ وارٹ سیلا بجلی کو پیدا کرنے والے انجن تیار کر رہا ہے اور مئی 2011ء میں کیبویے میں ہی بجلی پیدا کرنے والے اسٹیشن کی تعمیر شروع کر دے گا۔ کیوواٹ اس وقت افریقی ترقیاتی بینک، ایمرجنگ افریقہ انفرااسٹرکچر فنڈ اور، ولندیزی ترقیتی بینک،  ایف ایم او کی زیر قیادت قرضہ فراہم کرنے والے اتحاد کے ساتھ منصوبے میں سرمایہ کاری کے عمل کو حتمی شکل دے رہا ہے۔ امکان ہے کہ منصوبہ 2012ء میں اپنی خدمات شروع کر دے گا۔

ContourGlobal announced today that the Multilateral Investment Guarantee Agency (MIGA) has issued an investment guarantee supporting the company’s $142 million KivuWatt project, an integrated methane gas extraction and production facility and associated 25 MW power plant located on Lake Kivu in Kibuye, Rwanda. The combined project will remove otherwise hazardous methane gas trapped in the waters of Lake Kivu, and process the gas to use as fuel to generate much needed electricity for the national power utility of Rwanda, where the vast majority of the population does not have access to electricity.

The KivuWatt project is currently under construction in Kibuye, Rwanda where the barge housing the gas extraction facility is nearing completion and is expected to be launched in early June 2011. Wartsila of Finland is manufacturing the electricity generating engines and will begin constructing the power generating station, also located in Kibuye, in May 2011. KivuWatt is currently finalizing a project financing with a lending syndicate led by the African Development Bank, the Emerging Africa Infrastructure Fund, and FMO, the Dutch development bank. The project is expected to be placed into service in 2012.
