Karachi, October 27, 2014 (PPI-OT): Director General of Pakistan Rangers Sindh, Maj. Gen. Bilal Akbar has said that Rangers Special Task Cell will be providing security to foreign investors visiting Karachi with a view to create a sense of security and a business friendly environment in this important city of the country.
Speaking at a meeting during his visit to Karachi Chamber of Commerce and Industry (KCCI) on Monday, DG Rangers asked the business community to share details of expected foreign investors and their engagements in Karachi at least one to two weeks prior to their arrival so that Rangers Special Task Cell could accordingly make security arrangements.
Chairman Businessmen Group and Former President KCCI, Siraj Kassam Teli, Vice Chairmen BMG, Zubair Motiwala and Anjum Nisar, President KCCI Iftikhar Ahmed Vohra, Senior Vice President KCCI Mohammad Ibrahim Kasumbi, Vice President KCCI, Agha Shahab Ahmed Khan, CPLC Chief Ahmed Chinoy, Former Presidents KCCI, Majyd Aziz and A. Q. Khalil and KCCI Managing Committee members were present at the meeting.
Reviewing the performance of Pakistan Rangers Sindh, Maj. Gen. Bilal Akbar informed that during the past one month, Sindh Ranger have carried out 250 operational activities in Karachi with an average of 7 to 8 operational activities per day. During these operational activities, some terrorists belonging to Tehreek-e-Taliban and criminals involved in sectarian killings, gang wars, dacoities and street crimes have also been arrested whereas huge cache of arms have also been recovered.
He claimed that Rangers have succeeded in improving the sense of security amongst Karachiites to a certain extent but the job was not over and lot more still needs to be done. “Currently, Pakistan Rangers Sindh was working on various fronts including Counter Terrorism Operation, Counter Sectarian Operation , Target Killings and kidnapping for ransom”, he added.
Touching upon Rangers’ focus on technological advancement, DG Rangers said that by the end of next year, the entire city will be electronically monitored which would help in effectively monitoring human activity, besides improving intelligence network.
He assured the business community that Rangers officials are working round-the-clock to share the grievances and risks being suffered by Karachiites with special focus on creating a secure business environment.
Highlighting security measures to be adopted by Rangers during Ashura processions, DG Rangers informed that a total of 10,000 Rangers’ officials will be deployed to ensure security to Ashura processions in Sindh, of which 70 percent will be deployed in Karachi to avoid any unpleasant incident during Moharram ul Haram.
Chairman Businessmen Group and Former President KCCI, Siraj Kassam Teli said that Karachi Chamber has always been advocating Rangers’ demand for more powers as peace can only be restored in Karachi by giving necessary power to Rangers.
Expressing deep concern over politicizing of police department, he said that most of recruitments in police department are being done on political grounds which was the key reason for the ongoing lawlessness in the city. In order to yield positive results, police department must be de-politicized on priority basis, he added.
As far as the law and order situation of Karachi city is concerned, Siraj Teli noted some improvement has been witnessed in few segments but many important areas of the city including the Old City areas and Defense locality are suffering badly due to street crimes, kidnapping for ransom and extortion etc.
“Although some improvement occurs for a very short period but then criminals resurface again in other areas which should be strictly dealt and a long term strategy should be devised along with capacity building of police force to ensure durable peace in Karachi”, he added.
He also asked DG Rangers to float the idea of outsourcing an independent agency which should be given the task carry out district-wise survey to exactly gauge overall security situation of Karachi. Commenting on security arrangements for Moharram, he said that instead of taking out processions on streets, a strategy should be planned in consultation with all stakeholders to keep the processions limited to specific areas, preferably parks and grounds in the city which would help in not only securing these processions but also minimize the hardships being faced by the masses.
Earlier, while welcoming DG Rangers Sindh, President KCCI, Iftikhar Ahmed Vohra expressed deep persisting lawlessness all over the city, particularly targeted killings, violence, kidnapping for ransom, extortions, rampant street crimes and some cases of hijacking of loaded vehicles of trade goods. He said that these crimes have become major reasons for closure of businesses, flight of capital, massive unemployment, besides stopping the city of Karachi to play its popular role of major contributor to the national exchequer.
He also expressed dissatisfaction over the progress of Karachi operation, which was launched by the government in September 2013 for restoring peace in the city, but the LEAs have not been able to achieve the desired results.
