Karachi, April 23, 2013 (PPI-OT): The National Database and Registration Authority (NADRA) has dispatched over 90 per cent of final electoral rolls (FERs) 2012 to the four provinces and the Federally Administered Tribal Areas (Fata) for the May 11 elections.

The last date for completing the task is April 30.

“National and provincial assemblies-wise complete voter lists with photographs of voters [on it] have been delivered to Balochistan, KP, Sindh and Fata. National Assembly-wise rolls of 32 districts of Punjab out of 37 have been… delivered… The provincial assembly lists of five out of 37 districts of Punjab have been printed,” a NADRA spokesperson said on Friday.

Owing to security concern NADRA kept secret the venue of printing of the lists and mode of dispatching them to the provinces. “The process of delivery of FERs is quite sensitive due to threats of terror attacks,” the spokesperson said.

For the first time in the electoral history of the country, NADRA has included photographs of voters in the computerised electoral rolls.

“This step was taken in the light of demand raised by a number of political parties and civil society organisations regarding various discrepancies in electoral rolls due to fake, multiple or duplicate entries in previous voters’ lists,” she said.

A total of 86,189,751 voters (over 86 million) have been registered in the current rolls. Punjab has 49.25m voters, Sindh 18.96m, Balochistan 3.33m, KP 12.26m, Fata 1.73m and Islamabad 6,26,000.

Electoral rolls in the past were prepared only through door-to-door enumeration and there was no authentic data to support the process. In the new method, the data of approximately 81.2m voters on previous rolls was transferred to NADRA for verification by the Election Commission of Pakistan.

The names of voters not backed by a computerised national identity card (CNIC) were removed because the card has been declared compulsory for registration as voter. As a consequence, 37m unverified voters identified in previous lists as well as duplicate and fake entries were removed.

Meanwhile, NADRA Chairman Tariq Malik said that over the past four years the number of female voters had almost doubled to 37.59m.

The electoral rolls contain comprehensive information, such as the voter’s serial number, family number, name, father or husband’s name, CNIC number, age, address, photograph and one blank column where voters have to impose the impression of their left thumb by using magnetic ink.
