VIS Reaffirms Ratings for Lahore Sialkot Motorway Management Firm

Karachi: VIS Credit Rating Company Limited has reaffirmed the entity ratings of Lahore Sialkot Motorway Infrastructure Management (Pvt.) Limited (LSMIML) at ‘A-/A2’, reflecting strong credit quality and a stable outlook. This decision underscores the company’s ability to meet its financial commitments despite ongoing challenges.

According to a statement by VIS Credit Rating Company Limited, the medium to long-term rating of ‘A-‘ indicates good credit quality with adequate protection factors, while the short-term rating of ‘A2’ suggests a good likelihood of timely repayment of obligations. The company, headquartered in Rawalpindi, operates under a Public-Private Partnership framework, managing an 89.2-kilometer motorway under a 25-year concession agreement with the National Highway Authority.

The reaffirmation of ratings is supported by the strong sponsor profile of the Lahore Sialkot Motorway Infrastructure Management Limited, which includes equity held by the Frontier Works Organization and the National Highway Authority. These entities are recognized for their expertise in infrastructure projects, bringing both operational and financial stability to the company.

Despite growth in vehicle turnover and toll rates due to increased public usage and adoption of M-tag services, LSMIML faces financial challenges owing to lower-than-expected traffic flow. The company has managed to reduce maintenance and operations costs after assuming project management responsibilities, yet it continues to incur net losses due to depreciation and rising finance expenses.

Liquidity remains constrained, with limited cash reserves and negative cash flow coverage. However, debt servicing has been maintained through sponsor support. The company has restructured its bank loan repayments, capping installment amounts and deferring excess markup payments. Sponsor loans from FWO and NHA provide long-term financial flexibility, helping stabilize the company’s financial position despite an eroded equity base.

The strategic importance of the project and the commitment of sponsors are pivotal for the long-term recovery and financial stability of LSMIML. The expectation of normalized cash flows over time further enhances the company’s prospects for overcoming its current financial hurdles.
