3rd meeting of National Assembly’s Non Ministerial Standing Committee on Rules of Procedure and Privileges held

Islamabad, April 01, 2019 (PPI-OT): 3rd meeting of the National Assembly’s Non Ministerial Standing Committee on Rules of Procedure and Privileges held on 1st April, 2019 at 02:00 pm in Committee Room No.07, Parliament House, Islamabad under the Chairmanship of Rana Muhammad Qasim Noon, MNA.

Ms. Ghulam Bibi, Mr. Nawab Sher, Mr. Khurram Shahzad, Mr. Zulfiqar Ali Khan Dullah, Rai Muhammad Murtaza Iqbal, Mian Muhammad Shafiq, Mr. Muhammad Amjad Farooq Khan Khosa, Mr. Ali Nawaz Shah, Mr. Muhammad Sajjad, Chaudhry Armghan Subhani, Mr. Muhammad Junaid Anwar Chaudhry, Syed Imran Ahmad Shah, Pir Syed Fazal Ali Shah Jillani, Syed Ghulam Mustafa Shah, Ms. Shagufta Jumani and Mr. Ali Wazir MNAs attended the meeting. Moreover, concerned officers of the agenda items were also attended the meeting.

The Committee unanimously decided to defer the amendment moved by Mr. Ali Muhammad Khan, MNA/Minister of State for Parliamentary Affairs, in Rule 69 of the Rules of Procedure and Conduct of Business in the National Assembly, 2007 because the Honourable Minister for Parliamentary Affairs was not present in the meeting. This amendment in the Rule was related to the Prime Minister’s Question Hour on the first Wednesday once in each session on the matters relating to overall substantive policy or performance of the Government.

The Question of Privilege of Mr. Faheem Khan, MNA was regarding alleged misbehaviour and derogatory remarks of Mr. Maqsood Raza, SHO and Mr. Imdad Khawaja, Investigation Officer, Police Station Defence, Karachi with the honourable Member (referred on 30-01-2019) and which was kept pending till today and report thereof was required. In compliance of the directions of the Committee, three officers including Mr. Saeed, ASI, Mr. Imdad Ali Khwaja, SIO and Mr. Maqsood Raza, S.H.O of the case were suspended and issued show cause notices to them, report thereof was submitted in this meeting. The question of privilege was settled after the action taken by the Sindh Police. The Mover of the agenda item No. IV attended the meeting.

The Question of Privilege of Mr. Abid Raza, MNA was regarding implicating the Honourable Member in a false politically motivated case in Kakarali Police Station, Gujrat by registering a fabricated FIR against him, and alleged attempt by Mian Tahir Bashir, SP, Headquarters and Mian Muhammad Arshad, DSP along with police force to forcibly occupy his property (referred on 30-01-2019). The Committee required its report for today but due to non-presence of the Mover of the Question of Privilege, the Committee recommended that the agenda item may be deferred till next meeting.

The last agenda item of the Committee was of the Question of Privilege of Mr. Ali Nawaz Shah, MNA which was regarding non-attending telephone calls of the Honourable Member by the Secretaries, Revenue, Local Government, Education, Health and Agriculture and General Manager, SSGCL, Karachi and harassment of the Hon. Member and his voters by the Deputy Commissioner (Mr. Mehdi Shah), Mirpurkhas and Superintendent of Police (Mr. Abid Baloch), Mirpurkhas (referred on 13-02-2019) was discussed and settled the issue/question of privilege relating to the Secretaries, Government of Sindh and General Manager, SSGCL, Karachi and the matter relating to the Deputy Commissioner and Superintendent of Police, Mirpur Khas (Sindh) deferred for next meeting of the Committee. The Committee directed to the Chief Secretary and Inspector General of Police, Sindh to appear in person in the next meeting.
