New delhi: India continued to supply arms to Israel despite the substantial risk they could be used in its ongoing genocide against Palestinians in Gaza, Amnesty International said in a new report released on June 30.
According to TRTworld.com, the report titled “Made in India: The Supply of Weapons and Ammunition to Israel” uses shipment-level trade data between India and Israel to reveal how Indian weapons, ammunition, parts, and components have been shipped to large Israeli companies that supply the Israeli military. Companies directly owned and controlled by India are also identified in the report.
Amnesty International’s Secretary General, Agnes Callamard, stated that the research reveals India’s ongoing support to the Israeli military despite the genocide in Gaza, which has been broadcast worldwide on an almost daily basis for years. The report highlights the International Court of Justice’s provisional measures orders, recognizing a plausible risk of genocide against Palestinians in Gaza, asserting that Indian authorities cannot credibly claim ignorance of the substantial risk of contributing to serious violations of international law.
Amnesty International investigators analyzed nearly 2,596 shipments of weapons, ammunition, parts, and components shipped from India to Israel since October 7, 2023. Records indicate that Indian companies have supplied at least 390,516 small arms parts for military-grade weapons, 564,970 parts of explosive ordnance, and 298 components of military vehicles to large Israeli companies that are direct suppliers to the Israeli military.
Among government-owned Defence Public Sector Undertakings, Amnesty identified Munitions India, Advanced Weapons and Equipment India Ltd, and India Optel Ltd as manufacturers whose products entered Israeli defence supply chains during the period under study. These companies are wholly owned by the government of India and were created following the restructuring of the Ordnance Factory Board in 2021.
In June and July 2026, Amnesty International wrote to the Indian government and the nine companies named, detailing the report’s findings. At the time of the publication of their report, no response had been received.
Historically, India and Israel have had deep ties in areas of defence and security. For decades, India figured primarily as one of the world’s largest importers of military hardware. Israel was among its principal suppliers, particularly after the 1999 Kargil war with Pakistan, when New Delhi turned increasingly to Israeli surveillance systems, drones, missiles, and precision-guided munitions.
Israel also ranked third in India’s list of countries it sells arms to, with 15 percent of the imports coming from there-after Russia with 40 percent and France with 29 percent, between 2020 and 2025, according to the Stockholm International Peace Research Institute (SIPRI). India and Israel also signed a memorandum of understanding on defence cooperation aimed at enhancing military, industrial, and technological ties in 2025.
Indian Prime Minister Narendra Modi has frequently described his Israeli counterpart Benjamin Netanyahu as a dear friend, despite the International Criminal Court having issued an arrest warrant in late 2024 for the Israeli premier over war crimes carried out during Israel’s genocidal war on Gaza.
