Senate Functional Committee on Human Rights and Federal HR Minister briefed about the procedure to place names of individual on Exit Control List

Islamabad, December 19, 2018 (PPI-OT): Federal Minister for Human Rights Dr. Shireen Mazari attended a meeting of Senate Functional Committee on Human Rights chaired by Senator Mr. Mustafa Nawaz Khokhar. The Committee was briefed by Special Secretary Interior and Director General FIA on procedure adopted to place names of individual on Exit Control List (ECL), restricting their freedom of movement as enshrined in Article 15 of the Constitution.

The DG FIA gave a detailed briefing to the committee on placing the names of MNA’s Mr. Ali Wazir and Mr. Mohsin Dawar on PNIL (provisional National Identification List). Federal Minister for Human Rights Dr Sherin Mazari expressed dissatisfaction on the procedure of putting names on PNIL. Later, the Federal Minister for Interior also joined the Committee Proceedings and answered the questions.

He reiterated Government’s commitment to uphold rule of law and said that he and his team will dig out the issue and will also ensure that a more transparent system will be in place to put any citizen’s name on ECL. The Chairman Functional Committee on Human Rights said in his concluding remarks that DG FIA has failed to satisfy the Committee members who had raised serious reservations regarding the legal base of PNIL. Hence, the meeting will be reconvened after two weeks.
