The second sitting of 255th Session of Senate held under the Chairmanship of Senator Mian Raza Rabbani

Islamabad, November 22, 2016 (PPI-OT):The second sitting of 255th Session of the Senate was held under the chairmanship of honourable Chairman Senate Senator Mian Raza Rabbani at the Parliament House on Monday, the 21st November, 2016. In the Senate’s Session, Chairman Senate highlighted the allegations on Senate by a private news channel for its inefficiency to not approve the bill of prohibition of corporal punishment moved by ex-Senator Attiya Inayatullah.

National Assembly adopted the bill on 14 March, 2013, and it was sent to Senate where it was kept just for two days right after the dissolution of National Assembly on 16 March, 2013. On 29 March 2016, a report was finalized by the Standing Committee which would be taken up in Senate’s session on 22 November, 2016.

Senator Maulana Tanveer-ul-Haq Thanvi, presented his report of the Standing Committee on the subject matter of the number of members of Executive Committee of the Federal Government Employees Housing Foundation which was the approved purchase of land for housing scheme, Phase IV, Bhara Kahu, Islamabad, during the year 2009. Senator Sardar Muhammad Azam Khan Musakhel endorsed the bill that asked the PIMS hospital should be separated from Shaheed Zulfiqar Ali Bhutto Medical University. The Bill was laid in the House.

Regarding the Right to Information Bill, 2016, the Senators Kamil Ali Agha, Farhatullah Babar, Rubina Irfan, Karim Ahmed Khwaja and Muhammad Daud Khan Achakzai, Advocate, argued that the bill must have to be accepted by the Federal Government as it has been materialized by the provincial governments. After debate on the bill, it was laid and referred to Committee. Senator Karim Ahmed Khwaja introduced a bill to establish the National Commission for International Law and Commitments and the bill was accepted by the majority in the House.

Senator Zaheer-ud-din Babar Awan proposed the amendment of Article 209 of the constitution of Islamic Republic of Pakistan which deals with the Supreme Judicial Council. The bill was given assent by the House and was referred to the Senate’s Standing Committees concerned. The House also heard the proposal of Senator Nuzhat Sadiq on a bill regarding amendment of the Federal Board of Intermediate and Secondary Education Act, 1975 and it was given approval by enacting the Federal Board of Intermediate and Secondary Act, 2016.

Senator Mohammad Azam Khan Swati introduced three bills in the House, out of which two were accepted and one was deferred. He proposed the amendment for the Juvenile Justice System Ordinance, 2000, by making a demand for rehabilitation for juveniles rather than punishing them. He also moved a bill in the House to prohibit the expression of matters on walls in Islamabad. Both bills were admitted in the House. The Transplantation of Human Organs and Tissues Act, 2016, presented by Senator Muhammad Azam Khan Swati were deferred in the session today. All the bills accepted were referred to the Standing Committees of Senate.
