Karachi, October 03, 2012 (PPI-OT): The new local bodies law introduced in the province includes the good points of the 1979 and 2001 systems.
This was stated by the Governor of Sindh, Dr. Ishrat Ul Ebad Khan, here on Tuesday. He was talking to the participants of the 97th National Management Course organised by National School of Public Policy, Lahore who called on him at the Governor House here.
However, the Governor added, the further improvements can still be brought about in accordance with the constitution. He said that there was no single clause in the new law that causes any differentiation or against the spirit of harmony.
Dr. Ebad was of the view that the opposition was expressed about the procedure of its enforcement. However, no opposition is coming to the fore on any clause of the new law. He said that no unconstitutional step was taken for the introduction of the new law.
The Governor also rejected the notion that under the new local bodies law two different systems have been introduced in the province. He pointed out that the Commissionarate system and the local bodies system have been introduced in the province under two different laws.
Dr. Ebad said that under the Land Revenue Act there is Commissionerate system in the province and that Karachi is not one district and five districts still exist in the metropolis. There is provision in the law that any other district that meet the criterion may also get the metropolitan status. He stated that under the new local bodies system there is not one but five metropolitan corporations have been set up in the province.
The Governor was of the view that those who are opposing the new local bodies system had remained the part of the local bodies system of 2001. He said that local bodies system of 2001 remained in force for 10 years and is still in vogue in the Punjab.
Dr. Ebad said that the law-makers of Sindh be appreciated that they were first in the country to devise a local bodies system. He stated that in any democratic era it is the first time that local bodies law had been formulated.
The Governor said that in this law the points pertaining to local bodies system in the manifestos of all the political parties have been accommodated.
He also shed light on the development works being carried out in different sectors in the province.
