Number of Special Children Rehabilitation Centers increased from 20 to 50 in just Five Years: Rehana Laghari

Karachi, May 09, 2018 (PPI-OT): Special Assistant to CM Sindh for Human rights and Special Education Rehana Laghari while holding a press briefing regarding the progress of departments said that the number of special children rehabilitation centers were 20 when this department devolved through 18th amendment to provinces in 2011, now the number of centers have been increased up to 50 in all over Sindh. Whereas 12 more centers are being established at Taluka level in backward areas of Sindh province which will be completed soon.

Moreover the repair and maintenance work of 21 centers in ongoing because the poor conditions of building and infrastructure of centre cause hurdles in the growth and learning of these pity angels. Special education department has utilized its 75% of development budget and CM Sindh ensured to increase the budget up to 20% for next financial year.

She added that the department has also updated the recruitment policy and up gradation of employees, and 65 posts have been upgraded and the scope of employees promotions have widened. Special incentives have been approved for secretariat employees of department and the summary of special allowance for the teaching staff is under consideration which will be approved by concerned authority very soon.

The first Sindh government Autism center has been established in Karachi that will start working by July 2018 after completion of the recruitment process of staff. She informed that Braille printing press has been installed at Karachi center by special education department. It will help to introduce and print new syllabus with latest trends, needs and updated knowledge. Visual impaired children will get rid of old dated syllabus very soon.

She added that about 3000 children enrolled in different centers of special education department all over Sindh. Several awareness campaigns projects parents’ teachers meeting have been launched to eliminate the communication gap between parents and special education staff. We are providing free pick and drop to all children that enrolled at our centers. Sindh government is going to pass Bill to empowerment of disable persons and proposal to start stipend for special children is also under consideration.

While talking about the performance of Human Rights department Ms Rehana Laghari said that free legal aid service is being provided by the department at Karachi, Sukkur, Larkana, Ghotki and Khairpur. Our toll free helpline in working 24/7 for registration of any complain regarding basic rights violation in Sindh. Sindh human rights department will took lead by introducing Human Rights Policy in province, the draft is completed and is under consideration by competent authorities and policy will launch soon.

The contract employees of Human rights department will be regularized very soon. At this occasion Deputy Secretary Special Education Tipu sultan, Additional Secretary Human Rights Department Asif Ahmed memon, Administrator Human Rights Sindh Muhammad Ashfaq, Director Human Rights Muhamad Aslam Khoso, Mr Salahuddin and other officers were present.
