Qaim Ali Shah Presides Meeting of Sindh Education Foundation

Karachi, August 24, 2012 (PPI-OT): Chief Minister Sindh Syed Qaim Ali Shah today presided the meeting of Board of Governors of Sindh Education Foundation (Government of Sindh) held at Chief Minister House.

The meeting was attended by Senior Minister Education Pir Mazharul Haq; Minister for Information Mr. Sharjeel Enam Memon; Chairman Sindh Education Foundation Ms. Anita Ghulam Ali; Mr. Justice (R) Zahid Qurban; Chief Secretary Sindh Raja Muhammad Abbas; Additional Chief Secretary (P and D) Mr. Israr Malik, Principal Secretary to CM Mr. Muhammad Siddique Memon, Secretary Finance Sindh Mr. Naveed Kamran Baloch; Secretary Works and Services Dr. Atta Panhwar; Special Secretary Education Mr. Riaz Memon; Managing Director Sindh Education Foundation Mr. Aziz Kabbani; and others.

Speaking on the occasion, the Chief Minister Sindh said that present elected government has emphasis to provide maximum facilities for the development and promotion of Education and health in the province.

He said that maximum funds have been allocated for education and health sectors, as educated and healthy nation can achieve progress and prosperity. Chief Minister Sindh stressed upon educationists, teachers, students and parents to fully devote their attention towards learning, study, teaching, research and flourishment of education particularly in less developed areas and remote parts of Sindh province.

Syed Qaim Ali Shah said that Sindh province possess background of literacy, knowledge and education, and as such the concerted efforts be made to enhance the target of flourishment of latest knowledge, literacy and quality education for attaining the needs and requirement of international standards. The meeting reviewed 12-point long agenda and made necessary decisions together with approval of minutes of last meeting and issues.

Chairman of the Sindh Education Foundation Prof. Anita Ghulam Ali and Managing Director of SEF Mr. Aziz Kabbani in a detailed briefing informed that the Foundation in completing twenty years of performance.

With regard to institutional progress and performance of current Four years (from 2008 – 2012), the SEF is providing financial and technical support to at least 2403 Educational institutions across all districts of the province which include 250- community schools (RBCS), 150 government schools (ELP), one Child Development centre at Karachi and 30 schools of community supported schools while 1785 new and existing private schools (1300 IELP and 485 PPRS), 23 Women Literacy and employment centrs, one (1) Jail School (Sukkur), 30 – Community Learning Centres and 133- Government adopted schools.

Mr. Aziz Kabbani informed that 7995- teachers have been provided employment under different educational schemes and during the 4-years performance, there was 253,624 total student enrollment during the said period. With regard to SEF partners as school operators/ Adopters and NGO’s the meeting was informed that there are 10 NGO’s under RBCS, 646- OPS under IELP, 347 – ENTs under PPRS, 52- adopters under AAEP, 2 NGO’s under WLEP and one NGO under CLC.

Regarding financial support to IELP and PPRS, the meeting was informed that 1,057,289,850 IELP were provided financial support while 450,071,894 PPRS were also provided financial support.

The meeting was informed that a total of 130,500 course books of Grade 1,2,3 and 4 were provided by SEF to PPRS Schools, 72,000 courses books of behtareen levels, 64000 course books of Taiztareen levels provided to NGO’s in students enrolled in RBCS School.

The meeting was further informed that SEF has further trained 4000 teachers and school operators while students assessment in the year 2011-12 has also been made. It was proposed that schools in Katcho and desert areas will be included under Sindh Education Foundation for imparting education there.

The meeting was also informed that this year there is a new scheme of opening of 200 schools in Katcha areas. It was also decided that the educational institutes under SEF upto primary level will be registered with Sindh Education department with a condition of imparting mandatory Sindhi Language under law.

The Board of Governors approved the establishment of endowment fund for SEF while the budgetary allocation of Rs: 150 million from Government of Sindh was enhanced to Rs: 200 million (with increase of Rs 50 million). The meeting also decided to conduct internal audit of accounts together with other audits.
