Sindh Chief Minister Syed Murad Ali Shah says officers using delaying tactics no more needed

Karachi, January 04, 2017 (PPI-OT):Sindh Chief Minister Syed Murad Ali Shah has said that the red-tappism has marred the performance of the government departments. This word that has translated into `attitude’ has to be changed, otherwise there is no need of unwilling workers in his ranks.

This he said while presiding over a follow up meeting of health department which he had left incomplete yesterday (on Tuesday) to review development schemes at CM House today. The meeting was attended by Minister for Health Dr Sikandar Mendhro, Minister for Works and Services Imdad Pitafi, Chief Secretary Rizwan Memon, Principal Secretary to CM Rizwan Memon, Additional Chief Secretary (Dev) Mohammad Waseem, Secretary Health Fazal Pechuho, Secretary Finance Hassan Naqvi, Secretary Works Aijaz Ali Memon, chief engineers, DG Design and others.

Sindh Chief Minister Syed Murad Ali Shah had left the meeting incomplete yesterday (on Tuesday) when some officers present in the meeting had started passing the buck for inordinate delay in completion of schemes, particularly of hospitals and dispensaries. Therefore, he had decided to hold another meeting this morning at 8am and had summoned all those officer who were being held responsible for delaying approvals and completion of works.

The schemes which were delayed due to official red-tappism include Rs87.953 million improvement of government hospital Gadap, Rs141.733 million improvement of Government hospital Ibrahim Hyderi, Rs80.049 million improvement of Government Hospital Rehri, Rs65.617 million improvement of 36 bedded hospital Dumba Goth and Rs87.256 million improvement of Government hospital 2-A Corridor Landhi.

The follow up meting started exactly at 8am and every one had had his seat at least 30 minutes before the time. The officers kept trying to develop consensus so that they could satisfy the chief minister Syed Murad Ali Shah in the meeting. When the chief minister arrived pin drop silence went across the conference room. All the officers in an attempt to steal their eye from the chair started looking down on their files they had placed in front of them. The chief minister breaking the ice said that he was a professional engineer. Neither the chief engineers nor the design experts could misguide him.

Therefore, every one sitting in this meeting must be candid and clear in his statements. He said it was quite painful for him that a hospital his father, then chief minister Syed Abdullah Shah, had founded at Gadap during his tenure has not been completed so far. “This is your performance and commitment with the government,” he said and added “I am responsible to my people and you are responsible to me, therefore I would take account of each and every day you have delayed to complete it despite my approval,” he said.

He asked the DG Designs why he had delayed the approval of scheme, he said in his cold voice that there were some documents missing in the file. “This is a baseless excuse and unacceptable at any cost. Had there been any missing in the file you should have called the concerned officer of health department to dispose of the file but you preferred to keep it rusting on your table,” he said.

On this chief secretary Rizwan Memon making his polite entry in the defense of DG Designs requested the chief minister that he would sort out the matter. “I have got this design approved by him last night and the work would start shortly,” he said. The chief minister expressing his displeasure said when the officers want they approve a scheme within a day, otherwise important files keep gathering dust on them on their table. “This is the case,” he said.

The health minister Dr Sikandar Mendhro briefing the Chief Minster said that the Gadap hospital was launched by late chief minister Abdullah Shah and it was completed in 2010 but the flood affected people were housed in the building. Therefore, it could not be started. Now, the hospital was being improved and the scheme would be completed by end of December 2018.

He said that similarly, government hospitals Ibrahim Hyderi, Rehri, Dumba Goth and Landhi would be made functional by the end of 2018. Syed Murad Ali Shah directed Secretary Health Fazal Pechuho to start visiting development schemes and keep hi reporting. He directed the health minister to keep close coordination with the works and service department to expedite the work of the hospitals. If the works department, even after this warning failed to deliver he would outsources the entire work of the department by making necessary amendments in the law.
