Tariq Fazal chairs meeting of PMERP Steering Committee

Islamabad, May 02, 2018 (PPI-OT): Meeting of the Steering Committee of Prime Minister Education Reform Program (PMERP) was held to oversee the progress and quality of work in 200 educational institutions in Islamabad. Federal Minister for Capital Administration and Development Division (CADD), Dr. Tariq Fazal Chaudhry chaired the meeting. The meeting was attended by Secretary Communication Furqan Bahadur, who has additional charge of Secretary CADD, DG Federal Directorate of Education, Hasnat Qureshi, Project Director of the PMERP, Mr. Waqas and other members of the Committee.

Project Director briefed the Committee about the status of work and the financial position of the project. The Committee expressed serious concerns and dissatisfaction over the monitoring report submitted by the FDE regarding the work conducted in 30 randomly selected educational institutions and termed it as biased and prejudiced. The Committee observed that the Report was not prepared on professional lines and used the PC-I which was revised several times. The members pointed out that the report lacked relevant facts and figures and the framers of report relied heavily on personal opinion instead of commenting upon the technical aspects of the project work.

In order to ascertain the facts and quality of work, the Committee directed the DG FDE to re-monitor the work carried out in the 30 educational institutions which were inspected in the report submitted by FDE. The Committee also directed the FDE and Project Director to conduct joint monitoring of the remaining 170 educational institutions and submit report within 15 days. The monitoring teams will report on the quality and quality of material used in the renovation work. The Committee also directed the FDE to form a team that will certify the educational institutions where the civil works is hundred percent complete and are ready to be handed-over to FDE.

The Minister said that the monitoring of the project should be conducted solely on professional and technical grounds and no compromise be made on the standard of work. Dr Tariq Fazal Chaudhry said that a sum of Rs 2.74 billion is earmarked in the current phase for the physical up-gradation and provision of facilities in the 200 schools of CADD. In the Pilot Project, civil works on 22 schools have been completed. The program is focusing on the establishment of new class rooms, libraries, laboratories, washroom blocks, raising of boundary walls, provision of furniture for students and teachers, security arrangements and other civil works.
