Council of Islamic Ideology for developing a new justice mechanism

Islamabad, February 08, 2018 (PPI-OT): A marathon 210th session of the Council of Islamic Ideology took place today, 8th February, 2018, in the Conference Room of the Council, chaired by its Chairman, Dr. Qibla Ayaz. The meeting was attended by:
Dr. Sajjid ur Rehman, Allama Abdul Hakeem, Justice (R) Muhammad Raza Khan, Dr. Samiyah Raheel Qazi, Sahibzada Zahid Mehmood Qasmi, Maulana Imdad Ullah, Allama Syed Iftikhar Hussain Naqvi, Justice (R) Manzoor Hussain Gillani, Dr. Qari Abdul Rasheed, Arif Hussain Wahidi, Abdul Zafar Ghulam Muhammad Sialvi, Maulana Hafiz Fazal ur Raheem, Malik Ullah Bakhush Kalyar, Khurshid Ahmad Nadeem, Raghib Hussain Naeemi, Pir Rooh ul Hussnain.

The Council unanimously opined that the Justice system of Pakistan has become outdated and has failed to provide justice to the people. Major steps are needed to develop a totally new Justice mechanism. Regarding Zainab murder case, the Council recommended that speedy trial courts are needed for such heinous crimes in order to ensure easy and immediate redressal to the victims.

Certainty of the penalty is solution to the growing social malaise in the present situation. This can ensure reduction in crimes. The penalty can be publicized through modern means of communication in order to achieve the Islamic objective of deterrence of the crimes which is the main objective of the Islamic theory of penalty.

The Council unanimously adopted the recent State narrative and fatwa; the Paigham Pakistan and recommended that:

Legislation should be initiated through the Parliament to ensure its practical implementation. Higher Education Commission (HEC) needs to reflect it in the curriculum and make it part of the academic discourse in the universities. Provincial Government should hold its commission of Ulama and civil society the capitals and cities to make it a topic of public discourse. The Wifaqs of the madaris/religious seminars should spread it among their teachers and students.

The Council also approved the draft submitted by the Ministry of Religious Affairs on Interfaith Discourse, understanding and cooperation. The Council opined that a policy developed and based on this document will enhance respect of Pakistan in the global community.

Council declared the growing trend of private interest system as a major cause of the exploitation of the poor people and while passing the proposed bill recommended that government should take immediate step to stop the private interest system.
