IMF Report Highlights Progress and Challenges in Pakistan’s Economic Reforms

Islamabad: A recent International Monetary Fund (IMF) report has acknowledged Pakistan’s progress in stabilizing its economy under the Extended Fund Facility (EFF), while also pointing to ongoing challenges. Following the IMF Executive Board’s approval of the second review, the completion of this review has unlocked Special Drawing Rights (SDR) of 760 million, roughly equivalent to $1 billion, bringing the total disbursements to $3.3 billion.

The IMF’s strategic priorities emphasize reinforcing macroeconomic stability through consistent policy implementation. Key initiatives include rebuilding international reserve buffers, broadening the tax base, and implementing reforms aimed at enhancing market competition, productivity, and competitiveness. Efforts are also directed at reforming state-owned enterprises, improving public service delivery, and ensuring the financial viability of the energy sector.

Despite these advances, the baseline macroeconomic forecasts indicate a moderately lower outlook for the medium term. As of June, Pakistan met six out of seven Quantitative Performance Criteria and four of eight Indicative Targets. The country also fulfilled most continuous and other structural benchmarks.

The IMF report also highlighted the recent floods as a catalyst for accelerating climate-related reforms. The Resilience and Sustainability Facility (RSF) arrangement is designed to bolster disaster-response capabilities, enhance water resource management, and incorporate climate considerations into project selection and budgeting. Notably, measures such as a carbon levy and subsidies for electric vehicles have been integrated through the FY26 Finance Bill.

The IMF program remains crucial for Pakistan, signaling the government’s commitment to sustained reforms and fiscal discipline. This commitment is crucial for maintaining creditor confidence in Pakistan’s capacity to meet its current and future debt obligations.
