Karachi, October 20, 2016 (PPI-OT): Sindh Chief Minister Syed Murad Ali Shah has said that the development of rural areas of Karachi would go along with the uplift of city of Karachi. This he said while presiding over a meeting on the development issues Malir district at 7th floor of Sindh Secretariat today. The meeting was attended by provincial ministers, Dr Sikanadar Mendhro, Jam Khan Shoro, Imdad Pitafi, additional chief secretary (Dev) M. Waseem, provincial secretaries Hassan Naqvi, Baqaullah Unar, Aijaz Memon and senior officers of various departments.
The chief minister started his discussion on education said in which the elected representatives from Malir said that around 113 schemes of educational institutions, including schools, colleges were incomplete for certain reasons such as shortage of funds, failure to form PC-IV (completion of the project) and so on.
The chief minister discussed each and every scheme and then ordered the concerned engineer to take a round of each and every scheme and send him detailed report within three days. He also directed education department to prepare SNE within two days for the educational institutions completed recently so that they could be made functional in the larger public interest. “It would be my great success if I make 113 educational institutions functional by the end of current financial year,” he said.
It was pointed out that most of the health centres were not functioning to their capacity because the doctors appointed there were not turning up on their duties. They gave examples of Rural Health Centre Murad Memon where hardly a staff of five members discharge their duties. On this the chief minister expressing his displeasure directed Minister Health to take strict action. “Those who are reluctant to do their work they should not be with us,” he said and added that he had declared health emergency which meant that every one (health dept) has to rush to provide health services to the people of Sindh. This is intolerable, he said.
It disclosed in the meeting that in most of the residential bungalows of BHCs and RHCs have illegally been occupied by some outsiders. The chief minister Commissioner Karachi to vacate them the bungalows and send them jail. The chief minister was pointed out that a 60-bed health centre in Asu Goth has been constructed. The building is complete from last six months but the centre is unfunctional. The chief minister directed Health Minister Dr Sikandar Mendhro to propose its SNE and get its approved from the finance and P and D department within a week.
The meeting also discussed the issues of water supply schemes threadbare. It was pointed out that a water supply scheme for around 52 villages of Gadap have been completed but it has no PMT to start operation. On this the chief minister directed Commissioner Karachi to talk to KE and get the PMT installed.
Another water Supply scheme to provide water to 48 villages of Ghaggar Phatak was also discussed for which the chief minister directed DC Malir to ensure proper provision of water to the residents. There were some reports of misuse of water against which the chief minister issued clear cut instructions to the district administration.
The meeting was in progress when the chief minister sent health minister and his team to visit all the under constructions schemes of health centres. “I want a detailed report name-wise, releases and utilization of funds and reason of delay so that appropriate action could be taken in the public interest,” he said.
He also sent another team of education department with the same instructions and directed them to complete the survey within three days and keep him sending daily report. “I would personally visit Malir and see each and every scheme for making it functional,” he said. The chief minister directed chief secretary to talk to NADRA to increase the number of their centres in Malir district. Presently there are only two centres, one at Memon Goth and other one at Gulshan-e-Hadeed which are insufficient to cater to the need of the areas.
The chief minister also directed Commissioner Karachi to hold weekly meetings on development in each and every district of Karachi so that issues could be identified and resolved accordingly. The meeting was attended by MPAs, Murtaza Baloch, Sajid Jokhio, MNA Shihida Rehmani, Hakeem Baloch, Chairman DMC Malir Jan Mohammad Brohi and others.
