Sindh Government to improve Traffic Management System and Traffic Services facilities for people of Karachi

Karachi, October 19, 2015 (PPI-OT): The Sindh Government has decided to extend and improve the Traffic Management System and Traffic Services facilities to the people of Karachi upto Broad spectrum level. It has decided to recruit 6000 traffic police personals and to provide fool proof security to them to streamline the traffic management and traffic fellow in the city.

It has also decided to expedite the working on BRT Projects in pipeline and to launch ground work on orange line physically from November 05, 2015 with its ground breaking ceremony to be performed by Chief Minister Sindh Syed Qaim Ali Shah on same date. Besides, Sindh Government has finalized all codal formalities and decided to enter into Agreement with Partner Organizations to implement on yellow line with length of 23 k.ms and Intercity Bus Transit Projects to bring 100 new buses of DAEWO on the roads in the month of November, 2015.

These decisions were taken in the meeting presided over by Chief Minister Sindh Syed Qaim Ali Shah at C.M House Karachi today to improve the Traffic Management and Traffic facilities to the people of Karachi. The Sindh Minister for Transport Mumtaz Jakhrani, Inspector General Sindh Police Ghulam Hyder Jamali, Principal Secretary to C.M Alumuddin Bullo, Secretary Transport Tauha Farooqui, Commissioner Karachi Shoaib Siddiqui DIG Traffic Dr. Ameer Shaikh and other officers of line department attended the meeting.

Addressing the meeting, the Chief Minister Sindh Syed Qaim Ali Shah directed the officers of Traffic Police to fully implement on the traffic laws use their powers and to ensure smooth traffic fellow in the city. He agreed to bring amendments in the traffic laws if its weaknesses are identified. He said Sindh Government was already working on legislation to improve the transportation facilities to the people.

He said that a bill for establishment of Sindh Mass Transit Authority (SMTA) has also been prepared and to be talked in the next session of Sindh Assembly. Referring the traffic problems raised by participants in the meeting, including illegal parking, encroachment on roads not allowing illegal traffic den in the city, standardizing traffic signals, segregating heavy traffic and allowing it for specific time and routs, implementation on traffic rules and imposing fine to traffic violators were the issues which can be resolved administratively by the traffic police.

He directed Traffic Police not to allow heavy vehicles in the city during working hours / business time, but you to segregate its routs and allow them in such specific routs in specific time in the midnight hours. While responding low strength of traffic police, he approved the proposal for recruitment of more 6000 personals of traffic police to enhance its strength to meet the requirement of day by day increasing vehicular population in the city.

However, the Chief Minister Sindh Syed Qaim Ali Shah took serious notice of killing of traffic police and strictly directed I.G Sindh Police to ensure fool proof security, and provide Bullet Proof Vests, Helmets and weapons to Traffic Constables and depute more than one or two personals at same site.

The Chief Minister Sindh Syed Qaim Ali Shah said that we are running in the era of advanced technology and I have approved your proposal for introducing Automation Traffic Management and Control System (ATMCS) in the Karachi, you go through, work out and submit scheme PC-I in detailed without delay so that we should have this facility which according to him not only to be proved effective but also save our resources.

The DIG Traffic Karachi Dr. Ameer Shaikh, while briefing the traffic problems in the Karachi said that 3.9 million vehicles are registered in Karachi out of these 23000 are buses running on different routes. He said that there are 166 traffic signals being controlled by 5 different administrative organizations and added that some of them are out of order. He said that 900 new vehicles are being added per day and 20,000 per month in Karachi that has created traffic congestion.

Besides, we have 3000 traffic personals against 3.9 million population of vehicles as compared to same strength in Lahore for its 2.6 million vehicular population. He recommended for shifting illegal bus, truck dens from city to outside, removal of encroachment on roads, establishment of parking plazas and introducing strict traffic laws with amendment to control on the traffic fellow.

He also requested for early application of Technology control traffic system on the pattern of European countries. While talking about the BRT Projects in pipeline, the Chief Minister directed the officers concerned to expedite their working and at least start ground work on one of these Projects.

The Secretary Transport Tauha Farooqui while briefing the meeting said that paper work on orange line project having 4.7 K.M length and totally funded by Sindh Government was completed and we are ready to launch its work on ground and invited the Chief Minister to inaugurates its work on November 05, 2015 which accepted by the chair.

The Secretary Transport further informed that working to enter into Agreement with partner organization to implement on yellow line with 23 K.M length and intercity bus transit project to bring 100 DAEWO buses under PPP mode of investment was also ready and they also to sign on these agreement in the month of November 2015.

The Sindh Minister for Transport Mumtaz Jakhrani while talking in the meeting said that due to normalization of law and order situation not only the traffic volume has been increased in the Karachi but it has attracted the investors of private sectors to invest for.

He said that presently a group of investors was in negotiating with his management to bring 50 Air-conditioned and 50 Non-Air-conditioned Buses on the roads of Karachi. The Chief Minister Sindh said that. We cannot afford further delay in implementation on BRT projects. He also agreed to enhance the capacity building of transport department.
