Islamabad, March 04, 2014 (PPI-OT): Prime Minister Muhammad Nawaz Sharif has said that best performing civil servants should be rewarded in order to elevate performance of civil bureaucracy. Prime Minister said this while chairing a high-level meeting to review Civil Service Reforms held at the Prime Minister’s House this evening. Meeting was attended by Mr. Ishaq Dar Finance Minister, Mr. Ahsan Iqbal Minister for Planning and others.
While issuing guidelines for civil service reforms, Prime Minister said that market based compensation should be provided to best performing civil servants and in this regard the government has no budgetary constraints.
He further said that Civil Servants are working for development of the country and their role is important in providing services to the citizens, hence hard-working Government Officers deserve to be compensated adequately. PM further said that specialized trainings should be imparted to various occupational groups of the civil service. PM directed to constitute a sub-committee that would come up with proposals and report.
Earlier, Prime Minister was given a briefing on compensation, training and promotion of civil servants. During the briefing it was stated that compensation should be based on the position, load of work and competency of an officer to deliver successfully.
PM was apprised that there are no uniform compensatory packages for civil servants in any country and compensation is based on performance. It was also stated that best lot of officers need to be posted at the Federal Secretariat so that policy formulation is improved.
PM was briefed that a workable service pyramid with promotion opportunities for capable and hard-working officers is essential to induct and retain best human resources and that there is need for attrition of officers who are not performing up-to standards. Several proposals were also discussed to improve the performance grading process.
