Islamabad: In a concerted effort to enhance the nation’s poverty alleviation measures, the Standing Committee on Poverty Alleviation and Social Safety convened its third meeting at the Parliament House on August 19, 2024. Chaired by Mir Ghulam Ali Talpur, the committee rigorously evaluated the ongoing projects and initiatives under the Ministry of Poverty Alleviation and Social Safety (MoPA and SS), aiming to fortify social safety nets and increase the transparency of its programs.
According to National Assembly of Pakistan, the session involved a thorough review of the performance of the Pakistan Poverty Alleviation Fund (PPAF) and Trust for Voluntary Organization (TVO), with discussions centered on refining strategies to integrate pro-poor programs. A significant focus was placed on extending the reach of these initiatives into underrepresented areas, notably South Punjab and Balochistan, with the deployment of Mobile Registration Vehicles (MRVs) to ensure broader access.
The committee also tackled issues of corruption and inefficiency within beneficiary programs, emphasizing the need for heightened transparency and accountability. It called for the introduction of more robust surveillance technologies to oversee service delivery points, aiming to curtail malpractices and ensure that benefits are delivered effectively to the intended recipients. Concerns were raised about the treatment of beneficiaries by banking officials, including deductions from aid disbursements.
Furthermore, the discussion highlighted structural challenges within the Benazir Income Support Programme (BISP), noting the adverse effects of relying heavily on deputationists rather than permanent staff. The committee supported a proposal to establish a dedicated cadre within BISP to improve organizational continuity and ownership.
The committee underscored the necessity of refining the beneficiary enrollment process to prevent the exclusion of deserving families due to procedural shortcomings. The meeting concluded with a collective call for persistent vigilance and improvement of mechanisms to guarantee that aid reaches the most vulnerable sectors of the population effectively.
