Islamabad: The United Nations High Commissioner for Refugees (UNHCR) and the International Organization for Migration (IOM) have expressed concern over new directives requiring Afghan nationals to leave Islamabad and Rawalpindi or risk deportation. The agencies are seeking clarification from the Pakistani government on the logistics and timeline of the enforced relocation.
According to a statement by United Nations Pakistan, both UNHCR and IOM acknowledge the right of states to regulate the movement of foreigners but urge Pakistan to consider human rights standards in implementing these measures. The agencies highlighted the impact on Afghan nationals holding Proof of Registration and Afghan Citizen Cards, who have long resided in the country. The lack of a clear timeframe for relocation exacerbates the stress on affected individuals, impacting their livelihoods and children’s education.
Since the beginning of the year, there has been an increase in arrests and deportations of Afghan nationals in the Islamabad Capital Territory and Rawalpindi. Reports indicate various documented Afghans have been detained, with over 800 deported, including women and children. This has heightened fears of deportation among Afghans in the area.
A non-return advisory issued by the UNHCR since 2021 calls for the suspension of forced returns to Afghanistan due to potential harm, particularly for vulnerable groups such as minorities and activists. UNHCR Representative Philippa Candler emphasized Pakistan’s historical generosity towards refugees and warned against forced returns that could endanger lives.
While understanding the security challenges faced by Pakistan, the UN agencies stress the importance of viewing Afghan residents through a humanitarian lens. The majority of Afghan nationals in Pakistan comply with local laws and deserve consideration for their prolonged presence in the country.
IOM Chief of Mission Mio Sato affirmed the organization’s commitment to collaborating with Pakistan and UNHCR to establish mechanisms for registering and managing Afghan nationals. This could lead to tailored solutions and protection pathways for those with deep socio-economic and familial ties in Pakistan.
