Modi Government Implements Major Administrative Changes in Kashmir Ahead of Elections

Srinagar: Ahead of the upcoming three-phase poll schedule in Indian Illegally Occupied Jammu and Kashmir (IIOJK), the Modi government has enacted sweeping changes to the administrative and legal structures in the region, amplifying control and reducing the powers of the local assembly.

According to Kashmir Media Service, just hours before the election schedule was released on Friday, the administration of IIOJK implemented several high-profile changes, including the transfer of top officials in the police and civil services, and the appointment of a new chief of police intelligence. These actions are part of a broader, ongoing shift in governance that has been unfolding over recent months in the region.

In July, a significant amendment was made by the Indian Home Ministry to the Jammu and Kashmir Conduct of Business rules, which notably shifted more power to the Lt Governor, including over senior appointments previously managed by the elected chief minister. This move has drawn sharp criticism from major political entities in the region, such as the National Conference, Peoples Democratic Party, and Congress, who see it as an undermining of the democratic process.

Further decisions by the Administrative Council, led by Lt Governor Manoj Sinha, have continued to stir dissent. Notably, on July 31, the Council granted land rights to refugees from West Pakistan, affecting property historically held by those who left for Pakistan or AJK during Partition. Other controversial decisions include the transfer of significant tracts of land for industrial development and an agreement to import electricity despite local shortages, heightening concerns about potential demographic shifts and the dilution of IIOJK’s special status.

These series of moves reflect a strategic tightening of New Delhi’s grip on the region, aligning with the central government’s Hindutva agenda and causing widespread alarm among local political leaders and the general population of IIOJK.
