Customs Department to Coordinate Upcoming Raids with Trade Associations

KARACHI: In an effort to build trust and enhance transparency, the Customs Department announced its plans to conduct the next four enforcement raids in cooperation with relevant trade associations. This move, revealed by Collector of Customs (Enforcement) Moinuddin Wani, aims to address the concerns of the business community regarding unexpected and uncoordinated raids.

The announcement was made during a session at the Karachi Chamber of Commerce and Industry (KCCI), where Moinuddin Wani assured business leaders that their grievances have been acknowledged. He emphasized the importance of balancing legitimate enforcement with business facilitation, noting that while intelligence reports are received daily, not all are accurate. The intention, he stated, is not to harass but to curb illegal trade effectively.

The meeting was attended by senior figures from KCCI, including Senior Vice President Zia ul Arfeen, Vice President Faisal Khalil Ahmed, and Chairman of Customs and Valuation Subcommittee Arif Lakhani. Discussions highlighted the persistent issue of smuggling and the need for enhanced border control mechanisms.

Moinuddin Wani addressed complaints about nighttime raids, which often lead to resistance and, at times, confrontations. He announced a shift towards digital enforcement strategies, with the establishment of new digital enforcement stations in Karachi, aiming for smarter operations.

Continuing dialogue between the Customs Department and the business community was stressed as vital for building trust and improving enforcement practices. Wani proposed monthly meetings with Chambers of Commerce and trade associations to facilitate this.

He reassured traders that if any enforcement agency unlawfully confiscates goods, they have the right to lodge a complaint, and strict action will be taken. He also addressed concerns about enforcement on goods cleared through legal channels, promising efforts to reduce such incidents.

Senior Vice President Zia ul Arfeen criticized the frequency of unannounced raids, asserting they cause financial and reputational harm to businesses. He advocated for a consultative mechanism to protect law-abiding traders.

Chairman Arif Lakhani highlighted the need for prior coordination to prevent panic and maintain business confidence. He recounted a recent raid where goods were seized despite being locally produced, urging authorities to ensure the credibility of intelligence before raids.
