Finance Minister Stresses for More Private Public Collaboration

Islamabad: The Infra-structure Project Development facility (IDPF) gave a detailed presentation to the Federal Minister for Finance and Economic Affairs , Dr. Abdul Hafeez Shaikh on the projects in pipeline under the Policy of Public Private Partnerships in a meeting here today in the Ministry of Finance.

The Projects under IPDF Public Private Partnership are M-9 Karachi Hyderabad, NHA Habibabad Flyover, Railways Track Access, Karachi Circular Railway, Lower Spat Gah ;Hydropower Project (500MW), Revival of Sind Engineering, Karachi CNG Bus, PHDEC – NTC Cool Chain, CAA – Fuel Farm and Hydrant Refuelling, PIMS Dentistry and Liver Transplant, Comsats Students Hostel, Lahore Southern Bypass, Energy Efficient Street Lights for, Islamabad and Faisalabad Solid Waste Management, and Integrated Slaughter House and Hit Prime Movers Manufacturing amounting Rs. 335 billion and most of the project’s financial and commercial feasibility was completed, told by the IPDF.

The presentation also gave details of the Project Pipeline Development which centered on pro-active marketing to agencies, organizations and institutions responsible for developing infra-structure projects at all level e.g. Federal, Provincial and Local, and Projects indentified by relevant agencies, organizations and institutions.

The presentation also contained some snapshots of the future projects which are NHA – Multan Northern Bypass, NHA – Construction of link road Tarnol to New Benazir Bhutto International Airport, Small Hydel Projects, Railways Station Development for Pakistan Railways, Widening of Islamabad Highway, Widening of IJP Road, Bus Rapid Transit System MRT for Twin Cities, Islamabad Airport (Cargo Village and Commercial Development and Theme parks (PBIT).

The meeting was also apprised that the Federal Private Public Partnerships law to be introduced this year as its first draft has been finalized which establishes the function of the Federal Government and responsibilities of the implementing agencies.

The law to be introduced this year shall be able to provide legal protection to all stakeholders, and develops clear legal framework for private sector involvement in PPP projects consistent with existing national and international regulatory projects.

It may be mentioned here that in the Province of Sindh the PPP law already been enacted, and Punjab also passed it under the realm of Planning and Development.

While talking to the participants of the meeting the Federal Minister for Finance stressed upon to enhance the institutional arrangements in the realm of Public Private collaboration, and develop spontaneous and long-lasting relationship with all the line ministries and departments involved in the development of physical infra-structure in the country.

He also instructed the IPDF to develop close collaboration with the Planning Commission for the identification of the projects to be undertaken for infra-structure development and devise some preliminary business plan for future programme.

The meeting was attended among others by the Deputy Chairman Planning Commission, Secretary Finance, Secretary Railways, Senior Officials of the NHA, Former Governor State Bank, Dr. Shamshad Akhtar, and Chief Executive of the IPDF.
