Karachi: In a bid to modernize customs operations and enhance trade efficiency, the Federation of Pakistan Chambers of Commerce and Industry (FPCCI) has expressed strong support for the Faceless Customs Assessment (FCA) system. The initiative aims to minimize human interaction and leverage technology within the customs department, according to Mr. Atif Ikram Sheikh, President of FPCCI.
Mr. Sheikh emphasized the necessity of increasing green channel clearance and reducing dwell time, which currently averages 7.7 days in Pakistan. This figure, he noted, is significantly higher than regional competitors and international standards, resulting in financial losses for traders due to demurrages, detention charges, and storage costs.
During a recent visit to the FPCCI Head Office in Karachi, Mr. Wajid Ali, Chief Collector of Customs Appraisement South, engaged with the business and trade community to address their concerns regarding customs appraisement. Mr. Ali assured the traders of efforts to minimize human contact and enhance the efficiency, transparency, and fairness of customs operations. He highlighted that over 80% of traders, particularly industrial importers, declare their consignments honestly, prompting plans to extend green channel facilities to compliant traders.
Mr. Saquib Fayyaz Magoon, Senior Vice President of FPCCI, pointed out the inactivity of the complaints resolution cell, which is crucial for addressing legitimate and time-sensitive importers’ issues. He welcomed the prospective implementation of an AI-based customs valuation system, aligning Pakistan with global trade trends and ensuring precision and error-free operations.
Vice President of FPCCI, Mr. Asif Sakhi, lauded the FCA system for its potential to enhance transparency and revenue collection. By randomly assigning import goods declarations to assessing officers in a Central Appraisement Unit, the system maintains the anonymity of both parties involved.
Representing over 290 chambers, associations, and trade bodies across Pakistan, FPCCI stands as the nation’s apex trade body. Mr. Arshad Jamal, Convener of FPCCI’s Central Standing Committee on Economic Services Operations, urged for the swift resolution of genuine trader complaints and stressed the importance of considering FPCCI’s recommendations for improvements in customs processes.
The FPCCI’s backing of the FCA system underscores its commitment to facilitating trade and industry while aligning with international best practices.
