Senate Committee Addresses Overseas Pakistanis’ Property Rights and Manpower Export Challenges

Islamabad: The Senate Standing Committee on Overseas Pakistanis and Human Resource Development, chaired by Senator Zeeshan Khanzada, convened today at Parliament House to discuss significant legislation and operational enhancements aimed at protecting the rights and improving the employment opportunities of Pakistanis abroad.

According to Senate of Pakistan, the meeting focused on the “The Establishment of Special Court (Overseas Pakistanis’ Property) Bill, 2024,” which seeks to create special courts for expeditiously resolving property disputes involving overseas Pakistanis. The Secretary for the Ministry of Overseas Pakistanis and Human Resource Development, Dr. Arshad Mahmood, highlighted the bill’s provisions, including online petition submission and a proposed 60-day dispute resolution period, which the committee suggested extending to 90 days for efficacy.

The Committee also reviewed the performance of the Overseas Employment Corporation (OEC), with MD Naseer Khan Kashani reporting on initiatives like the new CBT lab in Karachi developed in collaboration with South Korea, aimed at enhancing skills for overseas employment. Despite successes in increasing labor quotas to South Korea, concerns were raised about the inactive status of manpower export to UAE, Oman, Turkey, and Kuwait since 2019 and 2020. The committee called for improved efforts in employing skilled workers in Muslim-friendly and Asian countries.

The meeting concluded with discussions on Pakistan’s remittance targets and the export sector’s challenges due to the energy crisis, with recommendations to expedite achieving a $60 billion remittance goal within ten years to bolster the economy in difficult times.
