Chief Minister Sindh decides to allocate promotion quota for daroghas, paying salaries to Left Bank Outfall Drain employees

Karachi, May 09, 2016 (PPI-OT):Sindh Chief Minister Syed Qaim Ali Shah taking a policy decision has announced to allocated 20 percent promotion quota for daroghas tor the posts of sub-engineer and also decided to pay salaries to the employees of LBOD working without salaries from last many moths.

He took this decision while presiding over a meeting of Irrigation Department here at the CM House today. The meeting was attended by Senior Minister for Finance and irrigation Syed Murad Ali Shah, Principal Secretary to CM Alamuddin Bullo, Secretary Irrigation Zaheer Hyder Shah, Commissioner Hyderabad Qazi Shahid Parvez, Special Secretary Finance Hassan Naqvi and others. The chief minister was briefed on the issues of Irrigation department and its employees.

Senior Minister for Finance and Irrigation Syed Murad Ali Shah said that under the present arrangement ‘Daroghas’ have no quota in promotion to the positions of sub-engineer. In other departments a similar quota has been earmarked. On this the chief minister said that there should be some specific qualification for the promotion to the post of sub-engineer. On this the senior minister said that he had suggested the qualification diploma of associate engineer (DAE). “If a darogha qualifies DAE during his service he would be eligible for promotion against a quota.

The chief minister taking policy decision decided to earmark 20 percent quota for daroghas in the promotion to the post of sub-engineer. Secretary Irrigation Zaheer Hyder Shah said that there were 72 applications/cases for deceased employment quota. This is one of the major issue of the employees of Irrigation department. The Minister for Finance and Irrigation Syed Murad Shah supported the issues and said that the genuine cases of deceased quota be entertained.

The chief minister taking policy decision directed the secretary Irrigation to send all the 72 cases of deceased employment quota for necessary action. “I would dispose these cases within 10 days,” he said. Commissioner Hyderabad Qazi Shahid Parvez said that there as was another important issue that some 2600 the employees working under LBOD project of WAPDA have reported in the Irrigation department. There is a big issue of their salaries. On this the Finance and irrigation Minister Syed Murad Shah said that their salaries would be released just after budget.

The chief minister taking another policy decision directed the Irrigation department to prepare their new SNE for next financial year so that necessary employees of LBOD could be regularised. The chief minister also directed the Secretary Irrigation to ensure provision of irrigation water to the tail-end. There should be no complaints of artificial shortage or favouritism. However, small growers be given priority.
